At the briefing, Chairman Shin Donghwa provided an overview of the 354th 2nd regular session and council member-sponsored ordinance bills, explained the results of the administrative investigation into the attraction of large live fish distributors to Hanam (Hwangsan), and addressed major issues such as the proposed jurisdictional change between Gyeonggi Province and Seoul.
The 354th 2nd regular session will run from November 20 to December 9. During this period, the council will conduct an in-depth review of Guri City's major policies, including a report on the executive branch's main work plan for 2026, on-site inspections of major facilities, activities of the Special Budget and Settlement Committee, and a session for questions and answers regarding municipal administration.
At the upcoming regular session's plenary meeting, a total of five member-sponsored ordinance bills closely related to citizens' daily lives are scheduled to be submitted, including integrated support for care services in Guri, support for newborns and families with multiple children, support for out-of-school youth, and support for promoting the use of reusable containers.
The administrative investigation report on the "work related to attracting large live fish distributors to Hanam (Hwangsan)" adopted at the previous 353rd extraordinary session included a total of five requests for correction and action.
The main requests include clarifying administrative responsibility through a thorough audit, identifying responsibility and restoring buildings that have lost their function, clarifying ordinance interpretation and establishing procedures, and laying the foundation for coexistence and communication. Chairman Shin urged the executive branch to provide active guidance and supervision to prevent similar cases from recurring, taking the adoption of this report as an opportunity.
Regarding the "proposed jurisdictional change between Gyeonggi Province and Seoul," that is, the issue of Guri's incorporation into Seoul, Chairman Shin expressed a cautious stance and emphasized that the prompt relocation of Gyeonggi Housing and Urban Development Corporation (GH) to Guri should be the top priority.
Chairman Shin stated, "Although about 67% of Guri citizens support incorporation into Seoul, this matter requires careful consideration," adding, "The relocation of GH, which is expected to generate annual local tax revenue of 8 billion won and create jobs, should be Guri City's highest priority project."
He also issued a stern warning that continued insistence on incorporation into Seoul could weaken the justification for the separation and establishment of the Guri Office of Education, which gained momentum following the passage of the amendment in the National Assembly in October.
Chairman Shin Donghwa said, "This regular session is the last of the 9th council, and I hope to present rational and constructive alternatives for Guri's development, encompassing the council's legislative activities over the past three and a half years. We will continue to work harder to resolve Guri's major issues and prioritize efforts to enhance the city's growth potential."
Meanwhile, the plenary session and special committee activities of the 354th 2nd regular session of the Guri City Council will be broadcast live on the Guri City Council YouTube channel from 10 a.m. on November 20.
