Master Plan for Jung-dong First-phase New Town to Be Finalized by May Next Year

Bucheon City in Gyeonggi Province is accelerating the redevelopment of its original downtown area and the first-phase new town in Jung-dong. On November 13, the city announced plans to actively pursue redevelopment projects in the original downtown, including Mini New Town and Bucheon-style station area projects, and to swiftly finalize the master plan for the redevelopment of the first-phase new town in Jung-dong.
Starting in January next year, the city will begin establishing redevelopment promotion plans for two Mini New Town sites. For two Bucheon-style station areas, the city will proceed with the designation of redevelopment zones and the establishment of redevelopment plans. Previously, through a public call in March, the city selected the area around Wonmi Elementary School in Wonmi-dong (163,483 square meters) and the area around Geukdong and Lotte Apartments in Simgokbon-dong (109,388 square meters) as Mini New Town project sites. For the station area redevelopment projects, the area around Sosa-dong Administrative Welfare Center near Sosa Station (80,481 square meters) and the area around New Seoul and Woosung Apartments near Jung-dong Station (90,938.5 square meters) were each selected.
The city will continue to recruit new candidates. For the Mini New Town project, applications are accepted year-round from areas with more than 10% resident consent and an area of at least 100,000 square meters. For Bucheon-style station areas, the city plans to select about two additional sites among residential areas within 500 meters of a railway platform, with more than 10% resident consent and a medium or larger area.
In addition, for the five large-scale redevelopment sites proposed by residents this year, the city plans to complete feasibility reviews by the first half of next year. From the second half, the city will actively support the rapid designation of redevelopment zones and the establishment of redevelopment plans.
To improve the business feasibility and conditions for promoting downtown redevelopment, the city revised the "2030 Bucheon City Urban and Residential Environment Redevelopment Basic Plan" this year. As a result, the city enabled an increase in the floor area ratio by one step and introduced incentives for up to a 40% floor area ratio. The mandatory regulation requiring a public contribution (net burden) of at least 10% was abolished, reducing the burden on residents.
For the first-phase new town in Jung-dong, where the redevelopment of aging planned cities is underway, the city plans to complete the master plan by May next year, following a resident briefing session on the draft next month.
This master plan is the first of its kind to be established by Bucheon City among the first-phase new towns, which include Bundang, Ilsan, Pyeongchon, Sanbon, and Jung-dong. It will outline the future vision and implementation strategies for Jung-dong New Town. Specifically, the plan proposes an urban spatial structure in which the cultural activity axis, eco-friendly waterway axis, pedestrian green axis, park axis, daily SOC axis, and ventilation and wind corridor axis are organically connected.
Last December, the city established the basic redevelopment plan for Jung-dong First-phase New Town and obtained approval from Gyeonggi Province. Eunha Village and Bandal Village A were selected as leading districts, laying the foundation for integrated reconstruction.
The city will provide advance expert consultations for Eunha Village and other areas to support the prompt preparation of special redevelopment plans. For districts not selected as leading areas, the city will utilize the sufficient redevelopment capacity of about 22,000 housing units to be secured next year to encourage resident proposals without competition and apply a "Fast-Track" approach to enhance both resident participation and project speed.
Jang Hwansik, Director of Housing at Bucheon City, stated, "We are accelerating the reorganization of residential spaces to overcome urban deterioration caused by the decline of the original downtown and uniform architecture, and to advance as a future-oriented city. We will focus all our efforts on achieving balanced development between the old and new downtowns and creating creative urban spaces."
