In an era where young people are leading the future of their communities, Yangpyeong County has declared a major transformation into a "city where youth choose to stay," steadily building practical policies to support this vision. The core goal of the 8th popularly elected administration of Yangpyeong County is not only to attract population inflow, but also to create an environment where young people can work, live, and grow.

To help young people settle in the region, it is crucial to address issues related to jobs, housing, and transportation.
According to Yangpyeong County on November 10, the county has eased the housing cost burden for newlywed couples by providing support for annual loan interest payments on jeonse and monthly rent, up to 2 million won per year, to help them achieve stable independence.
Foundation for Settlement: Support for Housing and Economic Independence
For young people working at local companies, the "Double Dream Youth Account" program enables them to save up to 4.8 million won per year as seed money. The county has also established a step-by-step support system, ranging from free suit rentals for job interviews to youth spaces and internship opportunities, to assist young people from job preparation to entering society.
Additionally, to reduce transportation costs for young people commuting to and from the Seoul metropolitan area for work or study, Yangpyeong County is providing support for commuter pass fares, alleviating the practical challenges faced by those balancing jobs and education. These measures for transportation, housing, and employment are regarded as key foundations for preventing youth outmigration and strengthening the conditions for settlement in the region.
Alongside these efforts, the Yangdong Industrial Complex, expected to become a new hub for youth employment, has recently passed the central government’s investment review and is now moving forward in earnest.

The Yangdong Industrial Complex, to be developed in Yangdong-myeon, Yangpyeong County, will cover an area of less than 60,000 square meters and will be constructed as a public development in partnership with Gyeonggi Housing and Urban Development Corporation (GH). In addition to industrial facilities, the complex will include dormitories for workers, a support center for small and medium-sized enterprises, and a daycare center, providing essential infrastructure for residents. Basic design work will begin next year, with completion targeted for 2030. The complex is expected to attract companies from a variety of sectors, including electrical equipment, metal processing, and rubber and plastics.
The county sees the development of this industrial complex as a turning point that will provide local youth with new jobs and a foundation for life. With both direct employment and indirect employment through partner companies, the foundation for young people to settle in the region is expected to be further strengthened. As Yangpyeong’s industrial base expands, conditions will be created for young people who previously left the area in search of jobs to return.
The county is also working to create a structure where young people go beyond simply benefiting from policies and instead take the initiative in proposing and leading policy development. Through the operation of the "Youth Policy Supporters" group and support for both online and offline communities, Yangpyeong County is broadening channels for youth voices to be reflected in administration and is actively supporting policy development and promotional activities.
Presenting a Vision for the Future: Differentiated Strategies for a 'Youth-Friendly City'
The practical policy initiatives of the 8th popularly elected administration have continued at recent events such as the policy advisory council working group seminar. On November 4, at the "2023-2030 Attractive Yangpyeong Policy Seminar" held in the county’s main conference room, the Yangpyeong County Policy Advisory Council, youth organizations, and the Youth Policy Committee gathered to discuss "Future Directions and Differentiated Strategies for Creating a Youth-Friendly City."
The seminar set forth the vision of "an attractive Yangpyeong where young people want to stay and can participate proactively," presenting four main strategies to improve quality of life through building networks for youth settlement, employment, and participation. In particular, a strategy for "future agriculture led by young farmers" was introduced, drawing attention by leveraging Yangpyeong’s status as a special district for eco-friendly agriculture.
This discussion was not just about presenting ideas; it marked a turning point toward establishing a governance-based policy system in which young people actively participate, building on the achievements of the 8th administration’s youth policies. The county plans to concretize the proposals from the seminar into practical policies, moving forward with Yangpyeong-style youth entrepreneurship models, local job creation, and the expansion of housing and cultural spaces. The future of Yangpyeong as a city chosen by youth-a place to live and a stage for dreams-is drawing ever closer.
