In an era where the climate crisis has become a part of daily life, Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) has secured funding over the past three years through disaster prevention project selections and other means, laying the foundation for a safer city against disasters.
According to Goyang Special City on November 7, the city secured an additional 35.2 billion KRW in national and provincial funding last month when the Gwansan District was selected for the "2026 Comprehensive Maintenance Project for Flood and Wind Disaster Living Zones." Since the launch of the 8th popularly elected administration, the city has secured a total of 138.5 billion KRW in national and provincial disaster prevention funding. This achievement ranks first in Gyeonggi Province and places the city in the top 1% among 226 municipalities nationwide. Based on this budget, the city is undertaking fundamental improvements in areas prone to frequent flooding, including Gangmae, Daehwa, Jangwol, Tanhyeon, and Gwansan districts.

Gwansan District Selected for 2026 Comprehensive Maintenance Project for Flood and Wind Disaster Living Zones... Secures 35.2 Billion KRW in National and Provincial Funding
The Gwansan District, where farmland and residential areas are concentrated in low-lying areas around rivers, is a region repeatedly affected by flooding due to heavy rainfall. Since 2022, the city has designated and managed this area as a flood risk zone. Early this year, a feasibility study was completed, and administrative procedures such as the designation and public notice of the natural disaster risk zone were swiftly finalized to respond to the project call.
Thanks to the city's prompt administrative handling and proactive response, the Gwansan District was selected for the "2026 Comprehensive Maintenance Project for Flood and Wind Disaster Living Zones," securing 35.2 billion KRW in national and provincial funding.
This comprehensive maintenance project, selected this time, aims to enhance the effectiveness and sustainability of disaster prevention by integrating maintenance of rivers, drainage pump stations, pipelines, and slopes across the entire living zone. Moving away from the previous approach focused on individual infrastructure, this project establishes a more systematic and fundamental disaster prevention foundation. With a total project cost of 46.9 billion KRW, full-scale implementation will begin next year.
Full-Scale Disaster Prevention Projects in Gangmae, Daehwa, Tanhyeon, and Jangwol Districts... Actively Utilizing Project Calls to Ease Fiscal Burden
The city has actively utilized Ministry of the Interior and Safety project calls to secure large-scale disaster prevention funds for fundamentally resolving chronic flooding areas, thereby reducing the fiscal burden.
As a result, five projects were selected: ▲Gangmae (54.8 billion KRW), Daehwa (20 billion KRW), and Jangwol (32.5 billion KRW) natural disaster risk improvement district maintenance; ▲Tanhyeon District stormwater runoff reduction facility installation (35 billion KRW); and ▲Gwansan flood and wind disaster living zone comprehensive maintenance (46.9 billion KRW), securing a total of 138.5 billion KRW in national and provincial funding. By matching these funds, the city is carrying out disaster prevention projects totaling 189.2 billion KRW.
In the Gangmae District, a new Gangmae Second Drainage Pump Station is being constructed with a target completion year of 2028. By installing eight drainage pumps and expanding the detention basin, the system is designed to handle a drainage capacity of 6,700 cubic meters per minute and a detention basin capacity of 83,400 cubic meters, making it capable of withstanding four hours of rainfall totaling 194 millimeters at a 50-year frequency.
In the Daehwa District, six aging diesel engine pumps at the Daehwa First Drainage Pump Station will be replaced with six electric motor pumps, which is expected to reduce noise, vibration, and exhaust emissions, while also improving heavy rainfall response and operational efficiency. Scheduled for completion in 2027, the system will be able to withstand three hours of rainfall totaling 182 millimeters at a 50-year frequency.
In the Jangwolpyeongcheon area, two new small pump stations and two drainage gates will be installed to address poor drainage in low-lying areas and prevent flooding in 90 hectares of urban and agricultural land. The detailed design is currently underway, with completion targeted for 2029.
Meanwhile, in the Tanhyeon District, a stormwater runoff reduction facility will be installed to infiltrate or temporarily store rainwater underground during heavy rainfall, thereby controlling the drainage volume. Designed to withstand rainfall at an 80-year frequency, with a capacity of 19,200 cubic meters, detailed design work will begin this December.

Securing 99 Billion KRW in National and Provincial Funding... Creating Safe and Pleasant Rivers from Large-Scale Maintenance to Small-Scale Improvement Projects
The city is also working to strengthen disaster prevention capabilities and return waterfront spaces to citizens through maintenance of major rivers such as Changneungcheon and Gongneungcheon.
In the flood-affected section of Changneungcheon, 49.4 billion KRW (national funding) will be invested to carry out river maintenance projects such as embankment construction and reinforcement over a 3.15-kilometer section. Additionally, 1 billion KRW (provincial funding) will be used to refurbish existing aging facilities, such as walkways, roads, reservoirs, and information signs, in the Gangmaeseokgyo Park area of Changneungcheon, where canola and cosmos festivals are held annually.
For Gongneungcheon, Gyeonggi Province is investing 34.1 billion KRW to carry out embankment maintenance and bridge reconstruction over a 5.3-kilometer section.
In addition, the city is pursuing a low-carbon waterfront park project (4 billion KRW in provincial funding and 1 billion KRW in city funding) to connect disconnected river paths at the Wondanggyo and Byeokjecheon confluence sections and to create features such as vegetated retention basins, small wildlife habitats, and native plant gardens, aiming to create a safe and well-organized riverside environment.
Improvements to flood risk zones in medium and small rivers are also ongoing. Jangjincheon, selected as a target site for Gyeonggi Province's "Small-Scale Flood Risk Zone Improvement Project" in 2026, will undergo detailed design by the end of this year to reconstruct the Jangjin Second Bridge, which has been in place for over 20 years and is currently restricted for heavy vehicle traffic, and to refurbish aging embankments.

Meanwhile, the city has secured approximately 4.4 billion KRW in special adjustment grants from Gyeonggi Province for improvement projects such as walkways and bicycle paths along major rivers, including small rivers like Gasigolcheon, with construction scheduled for completion in 2026.
Lee Donghwan, Mayor of Goyang Special City, stated, "In an era when torrential downpours and sudden disasters caused by climate change have become routine, strengthening the city's safety net is not a choice but a necessity," adding, "We will proactively establish a disaster prevention foundation to protect the safe daily lives of our citizens."
