Police to Reinvestigate "Kim Jung-sook Clothing Expenses Allegations" at Prosecutors' Request

The police will reopen the investigation into the "clothing expenses allegations" involving Kim Jung-sook, wife of former President Moon Jae-in.

On November 3, the Anti-Corruption Investigation Unit of the Seoul Metropolitan Police Agency announced that it had received a request from the Seoul Central District Prosecutors' Office to reinvestigate the case concerning Mrs. Kim's alleged loss of state funds and other charges. The prosecution reportedly determined that a reinvestigation was necessary after reviewing the case records.


Previously, Mrs. Kim had been accused of using special activity funds to purchase clothing during former President Moon's term in office and was reported to the authorities in March 2022 by the Citizens' Coalition for Economic Justice.


The police confirmed that payment vouchers were used to settle Mrs. Kim's clothing expenses, but in July, they cleared her of charges, citing a lack of evidence to prove that special activity funds or other state budgets were used. Under the Criminal Procedure Act, the prosecution may request a reinvestigation from the police if a decision not to refer a case for prosecution is deemed unlawful or unjustified.
