The Russian government announced on October 31 (local time) that Prime Minister Mikhail Mishustin will visit China on November 3-4 to meet with President Xi Jinping and Premier Li Qiang.

In a statement, the Russian government said that Prime Minister Mishustin will focus on discussing key issues in the bilateral relationship, particularly strengthening the comprehensive partnership and strategic cooperation between the two countries during his visit to China.
The Russian government explained that Russia and China will prioritize discussions on trade and economic cooperation, the development of logistics connectivity and industrial collaboration, the strengthening of energy partnerships, and the expansion of cooperation in high technology and agriculture. In particular, trade, energy, and agricultural projects will be addressed as top priorities.
The Russian government emphasized that “the strategic partnership in the energy sector is deepening,” noting that Russia has become the top oil supplier in the Chinese market and is also leading in natural gas supplies to China thanks to the operation of the Power of Siberia gas pipeline. The government added, “Despite the unfavorable external environment, trade and economic cooperation between Russia and China continues to develop actively. China is Russia’s main trading partner.”
The Russian government also welcomed cooperation with China in information and communication technology (ICT), artificial intelligence (AI), and the peaceful use of nuclear energy, noting that joint programs in technology, space exploration, and satellite navigation are being implemented. The government added that both countries are working to expand agricultural trade and increase the range of livestock and seafood exports.
Despite the United States urging China to stop purchasing Russian energy as part of efforts to end the war in Ukraine, Russia and China have continued high-level exchanges, including a summit between President Vladimir Putin and President Xi Jinping during Putin’s visit to China in September.
