The Military Death Accident Countermeasures Subcommittee of the Civil-Military Joint Special Advisory Committee for Overcoming Insurrection and Designing Future National Defense visited a military unit site on October 28 to discuss countermeasures for military death accidents.
According to the Ministry of National Defense, the subcommittee visited the 12th Division General Outpost (GOP) unit on this day. During the site visit, the subcommittee paid respects at the newly erected memorial for the late Private Kim Sanghyun and inspected the living and working conditions of soldiers at the GOP unit, the reporting system in case of incidents, and the emergency evacuation procedures.
The memorial, visited by the subcommittee, was erected in front of the guard post where the late Private Kim Sanghyun served, to honor his memory. Private Kim died in the line of duty while on GOP guard duty on November 28, 2022.
On this day, the committee members also reassessed the military death accident prevention measures and discussed improvements to the currently implemented accident prevention system, as well as customized countermeasures for each type of incident, directly at the site.
Park Chanun, Professor at Hanyang University School of Law and Chairperson of the Military Death Accident Subcommittee, stated, "Through this site visit, we have identified both the accident prevention efforts and the challenges faced by the unit, and we aim to bring about a groundbreaking change in reducing military death accidents by shifting the paradigm of accident prevention."
The subcommittee plans to continue developing policy improvement recommendations from the perspective of civilian experts regarding the prevention of suicide and safety accidents within the military, the establishment of accident response systems, and the treatment and support for military fatalities.
