The organizational restructuring plan for Goyang City in Gyeonggi Province has once again failed to pass the city council.

According to Goyang City and the city council on October 28, the "Partial Amendment to the Ordinance on the Establishment of Administrative Organizations of Goyang City," which had already been rejected five times in the council's standing committee, was once again voted down at the 298th extraordinary plenary session held on October 27.


This was because councilors from the Democratic Party of Korea cast opposing votes. As a result, this agenda item has become a rare case nationwide since the implementation of local autonomy.


The latest restructuring plan included the creation of a dedicated department for disaster and safety, as well as the reassignment of personnel to enhance administrative efficiency and strengthen citizen safety. However, the Democratic Party maintained its opposition both in the standing committee and at the plenary session, citing that it was "inappropriate according to party policy."


Immediately after the plenary session, all 15 councilors from the People Power Party held a protest rally in front of the city council stairs. The councilors held placards reading, "Organizational restructuring rejected five times, Democratic Party, let's get to work," and chanted slogans.


The People Power Party councilors criticized, "This is the tyranny of the majority party, which has ignored citizen safety and caused administrative paralysis," and added, "It is urgent to establish a dedicated organization to respond to the recurring disasters and accidents, yet the Democratic Party is paralyzing municipal administration."


They further emphasized, "Even the public officials' union is concerned about the collapse of the citizen safety net, yet the Democratic Party is only focused on political calculations. This is not simply an organizational issue, but an act of tyranny that sacrifices citizens' lives and safety for political strife."


The People Power Party urged, "The Democratic Party must immediately apologize to the citizens and cooperate in normalizing the administrative organization." At the protest site, all 15 People Power Party councilors reaffirmed their resolve, chanting, "Citizens come before politics," and "Democratic Party, which has rejected the restructuring five times, let's get to work."


Ko Deokhee, the People Power Party's floor leader, stated, "The People Power Party councilors will fight to the end to protect citizens' lives and administrative efficiency," and added, "There is no political logic more important than the safety of Goyang citizens. As both a councilor and a citizen, I am truly saddened by the Democratic Party's repeated rejections, which are holding citizen safety hostage."
