Gumi City Council Research Group Proposes Alternatives to Enhance Fiscal Soundness and Efficiency

Final Report Meeting Held by Gumi City Fiscal Analysis Research Group

The Gumi City Council in North Gyeongsang Province (Chairman Park Kyosang) held the final report meeting for the research project on sound fiscal management of Gumi City, organized by the Gumi City Fiscal Analysis Research Group (led by Assemblywoman Chu Eunhee), on October 23 at the Gumi City Council meeting room.

The research group is led by Assemblywoman Chu Eunhee and consists of Assemblymen Kim Jaewoo, Lee Jiyeon, Lee Sangho, and Shin Yongha. About 30 people attended the meeting, including Vice Chairman Yang Jino of the Gumi City Council, members of the research group, researchers from the institution that conducted the project, and relevant public officials.


This meeting was held to share the results of approximately five months of research activities, which began with an inaugural ceremony in June, and to present improvement measures to enhance the soundness and efficiency of Gumi City's fiscal management.


During this period, the Gumi City Fiscal Analysis Research Group conducted an extensive review of overall fiscal operations, including: ▲ measures to expand revenue and improve expenditure efficiency, ▲ management improvements for national and provincial subsidy projects, ▲ restructuring of overlapping and inefficient projects, and ▲ the composition and management of fiscal funds.


Kim Yuri, the lead researcher in charge of the project, proposed the need for expenditure restructuring based on the analysis of Gumi City's fiscal scale and revenue and expenditure, including: ▲ strengthening the management of securing national subsidy projects, ▲ increasing the collection rate of local taxes and reducing delinquency rates, ▲ restructuring special accounts with low utilization, and ▲ improving the management of improperly operated funds.


Vice Chairman Yang Jino of the Gumi City Council stated, "I would like to thank the members of the research group for analyzing the city's fiscal status and preparing alternatives over the past five months," adding, "I hope that the research achievements, based on professionalism and collaboration in legislative activities, will lead to changes that citizens can truly feel. I also ask that effective policy research continues steadily in the future."


Assemblywoman Chu Eunhee, the head of the research group, said, "I hope that the results derived from this research will be actively reflected in next year's budget proposal and lead to policies that enhance the transparency and sustainability of Gumi City's fiscal management. The council and the executive branch will continue to work together to ensure that taxes are used more efficiently and responsibly."


In addition, the participating members of the research group commented, "Through this research, we were able to identify the current status and future direction of our city's finances. Based on the discussions, we will strive to implement fiscal management tailored to Gumi City's circumstances, improve factors causing budget waste, and ensure that tangible benefits are delivered to citizens."


Meanwhile, with this final report meeting, the Gumi City Fiscal Analysis Research Group will conclude its research activities. The group plans to continue consulting with relevant departments to ensure that the policy recommendations presented are reflected in future budget formulation and policy-making processes.
