4th Plenary Session of China's 20th Central Committee Concludes, 11 Members Replaced... New Vice Chairman of Central Military Commission Appointed (Update) AFP Yonhap News Agency

The 4th Plenary Session of the 20th Central Committee of the Communist Party of China (CPC Central Committee) concluded on October 23, 2025. During this session, 11 members of the Central Committee were significantly replaced, and Zhang Shengmin, a current member of the Central Military Commission, was appointed as Vice Chairman of the Central Military Commission. In addition, the draft of the "15th Five-Year Plan" for economic and social development from 2026 to 2030 was approved.


According to Xinhua News Agency on the same day, the CPC Central Committee announced in a communiqu? that Xi Jinping, General Secretary of the CPC Central Committee, delivered an important speech on behalf of the Political Bureau and received a work report. The session also approved the "Recommendation of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development."


The Central Committee announced that Zhang Shengmin, a member of the Central Military Commission, was elected as Vice Chairman of the Central Military Commission. The newly appointed Vice Chairman Zhang is from Shaanxi Province, the same region as President Xi and Zhang Youxia, First Vice Chairman of the Military Commission. Since January 2017, he has served as Secretary of the Discipline Inspection Commission of the military for eight years and nine months, leading anti-corruption purges. In addition, Wei Huiwen, Ma Hanqing, Wang Jian, Wang Xi, Wang Yonghong, Wang Tingkai, Wang Xinwei, Wei Tao, Deng Yiwu, Deng Xuming, and Lu Hong were newly appointed as members of the Central Committee.


The Central Committee stated that it had reviewed and approved reports from the Central Commission for Discipline Inspection regarding serious violations of discipline and law by Dang Renjian, Jin Xiangjun, Li Xisong, Yang Pasen, and Zhu Jisong. It also reviewed and approved reports on serious violations of discipline and law by former Central Military Commission members He Weidong, Miao Hua, He Hongjun, Wang Shubin, Lin Xiangyang, Jin Sutong, Yuan Huazhi, Wang Chunning, and Zhang Fengzhong.
