Gyeonggi Province presented its case of building a 'Sovereign AI' platform at the 2nd Disruptive & Emerging Technologies Alliance (DETA) Summit held in Brussels, Belgium.
DETA is an international consortium of local governments around the world, aiming to foster cooperation in advanced fields such as artificial intelligence (AI), cybersecurity, and quantum technology. Currently, 18 local governments from around the world are participating, with Gyeonggi Province being the only member from South Korea.
The delegation led by Gyeonggi Province Vice Governor for Economy Ko Youngin delivered a presentation at the summit’s plenary session under the theme of “Sovereign AI: An AI Sovereignty Model Led by Local Governments,” introducing the Sovereign AI platform currently being developed by Gyeonggi Province.
Sovereign AI refers to the development and operation of independent artificial intelligence technology by an institution, based on its own data, infrastructure, and personnel.

As the first local government in South Korea to build a Sovereign AI, Gyeonggi Province plans to utilize this independent and stable platform-free from reliance on overseas generative AI platforms-for administrative innovation, and will hold a public demonstration next month.
Vice Governor for Economy Ko Youngin stated, “Gyeonggi Province is set to become the first local government in South Korea to build an independent Sovereign AI platform and apply it to administrative and welfare services. We will strengthen international cooperation so that Gyeonggi Province can establish itself as a global hub for Sovereign AI.”
At this summit, Gyeonggi Province also announced its intention to run for the DETA chairmanship for the third term (2028-2029). The current first-term DETA chair is Catalonia, Spain, and the second-term (2026-2027) chair will be Massachusetts, United States.
