Increasing Demand for European Open-Source Solutions
The European Union (EU) is set to unveil a new artificial intelligence (AI) strategy aimed at reducing its reliance on foreign technology companies such as those from the United States and China, and fostering the growth of AI platforms developed in Europe.
On October 5 (local time), the Financial Times (FT) in the United Kingdom reported that the European Commission has prepared the "Apply AI Strategy," which is designed to encourage the use of European AI tools and strengthen industrial competitiveness. The official announcement is scheduled for October 7.
According to a draft of the strategy obtained by FT, the Commission will pursue policies to accelerate both the development and adoption of AI technologies developed within Europe, in order to reinforce the EU's AI sovereignty.
The policy includes measures to rapidly introduce scalable and general-purpose European generative AI solutions in public sector institutions across Europe.
The draft clearly states that public institutions should play a key role in driving the growth of AI startups by increasing demand for European open-source AI solutions.
The draft strategy also warns that relying on external AI infrastructure and software could allow state or non-state actors to weaponize these technologies, leading to supply chain risks.
Since Donald Trump returned to office as President of the United States, concerns over dependence on American technology have grown rapidly across Europe, fueling calls for "digital independence."
FT also reported that as China emerges as a global leader in AI development, there are growing concerns that Europe could lose its influence over future technology use.
