Suwon City to Continue Task Force Operations for Second Round of Livelihood Recovery Consumption Coupon Distribution

Suwon City in Gyeonggi Province will continue to operate its Task Force (TF) in line with the second round of Livelihood Recovery Consumption Coupon distribution.


Previously, Suwon City launched the Consumption Coupon Task Force on July 11, ahead of the first round of Livelihood Recovery Consumption Coupon distribution. The Task Force is composed of teams for business support, screening and investigation, and district-based application processing.


The second round of Livelihood Recovery Consumption Coupons will be provided to 90% of citizens, excluding the top 10% income bracket.


As of June 18, applications must be submitted to the local government office corresponding to the applicant’s registered address. The amount provided is 100,000 won per person, and the application period runs until October 31. During the first week (September 22-26), applications will follow a weekday system based on the last digit of the birth year. Both the first and second round coupons must be used by November 30, 2025.


The Livelihood Recovery Consumption Coupons can be received as a credit card, debit card, prepaid card, or Suwon Pay. Online applications can be made through the Suwon Pay (Gyeonggi Local Currency) app, as well as the websites, apps, call centers, and ARS of credit and debit card companies.


Offline applications are also available. For prepaid cards, applications can be made at the local community center corresponding to the applicant’s address; for credit and debit cards, applications can be made at partner bank branches of the card companies.

Reflecting the volume of offline applications during the first round, Suwon City has expanded the number of application counters at 44 district administrative welfare centers to up to five per center. For in-person applications, the process has been simplified by allowing applicants to skip filling out an application form and instead print a receipt for signature.


Additionally, to make the coupons accessible for visually impaired residents, 600 Braille prepaid cards have been distributed. To promptly handle appeals related to selective distribution, the city has designated additional public officials in charge of social welfare work at the district administrative welfare centers.


From October 14 to 31, Suwon City will operate a "visiting application service" for residents with mobility difficulties, such as the elderly and persons with disabilities.


The consumption coupons can only be used in the area matching the applicant’s registered address. They are valid at small businesses with annual sales of 3 billion won or less (excluding large supermarkets, department stores, and franchise headquarters stores), as well as at traditional markets. Any unused balance as of November 30 will be reclaimed by the national and local governments.


A Suwon City official stated, "We will actively promote the program to ensure that every citizen can receive the Livelihood Recovery Consumption Coupon."
