SilScre, a global leader in quantum security semiconductor design, signed a memorandum of understanding with the Seoul Metropolitan Government on the 22nd to establish a quantum security research and development center worth 30 million dollars (42 billion KRW). SilScre supplies semiconductors to launch vehicles of SpaceX, the space company led by Elon Musk.
This agreement was made in conjunction with the '2025 Seoul Investors Forum (SIF)', which the Seoul Metropolitan Government is hosting for two days starting on the 22nd at the Conrad Hotel in Yeouido. The Seoul Investors Forum is organized by the city and managed by Invest Seoul, the dedicated investment promotion agency.

FuriosaAI, which has grown into a unicorn company (valued at 1 trillion KRW), participated in the 2023 forum and secured an investment of 2 billion KRW from a US venture capital firm. This year's event is attended by over 80 international investors from major countries including the United States, Japan, Singapore, and Europe, along with representatives from 100 innovative technology companies based in Seoul and related organizations, totaling more than 300 participants.
The event features representatives from global investment firms such as Lexington Partners, the world's largest secondary private equity and co-investment fund manager established in Hong Kong in 1994, and Teralys Capital, a Canadian venture capital firm specializing in bio and health, who are exploring investment opportunities in Seoul-based companies.
Prior to the opening ceremony, the Seoul Metropolitan Government signed a 30 million dollar memorandum of understanding with SilScre, attended by Mayor Oh Sehoon, David Ferguson, Vice Chairman of WISeKey and Director of SilScre, and Loic Hamon, Chief Operating Officer (COO) of SilScre.
Established in Geneva, Switzerland in 2022, SilScre specializes in quantum security semiconductor design and was listed on NASDAQ in 2023. This year, the company successfully launched quantum security satellites equipped with its semiconductors through two SpaceX launches. Under the agreement, the Seoul Metropolitan Government and SilScre have agreed to establish a quantum security research and development center and will begin full-scale collaboration to foster advanced technology cooperation and ecosystem development in strategic industries such as the Internet of Things (IoT), finance, healthcare, aviation, and satellite communications.
Through the center, SilScre plans to develop personalization technology for post-quantum (quantum-resistant) semiconductor chips and satellite-based quantum security modules, and will invest more than 30 million dollars through joint ventures with domestic companies. The Seoul Metropolitan Government will also work with SilScre to expand quantum security infrastructure, cultivate specialized talent, provide technical support to companies, and collaborate with related organizations both domestically and internationally.
In his opening remarks, Mayor Oh will introduce Seoul's innovative companies and growth potential, as well as development sites in Yongsan and Chang-dong, positioning himself as a "Seoul salesman" to global investors. Vice Chairman David Ferguson will deliver a keynote speech on "Seoul: The Future Investment Hub."
During the first session, Baek Junho, CEO of FuriosaAI, will share strategies for growing into a global unicorn company, and Mike Wardle, CEO of Z/Yen Group, the UK-based publisher of the Global Financial Centres Index, will analyze Seoul's global financial competitiveness. Mayor Oh stated, "Seoul is a strategic hub city attracting global attention, equipped with both innovative technology and world-class investment infrastructure," adding, "With the Seoul Investment Promotion Foundation set to launch next month to provide dedicated support for investors, we will work together through every step of a successful entry into Seoul, including market research, establishing Seoul branches, and resolving regulatory issues."
