Online Voting to Select Outstanding Proactive Public Officials
Citizens and Officials Participate to Choose Top Cases
Special Promotions and Awards for Winners

Busan City will select public officials who have demonstrated proactive administration through a public vote.


On August 22, Busan City announced that it will conduct an online vote for seven days, from August 22 to August 28, to select the "Outstanding Proactive Public Officials for the First Half of 2025."


Any citizen or public official can participate in this online vote. Participants will choose 10 cases out of 20 outstanding examples of proactive administration that have passed the first practical review. Citizens who wish to take part can vote through the citizen participation survey section on the "Busan Civil Service 120" page of the Busan City website.


Busan City selects and rewards "Outstanding Proactive Public Officials" twice a year, in the first and second halves, recognizing those who have contributed to the city's development through creative and professional work initiatives. Selected officials receive exceptional personnel benefits, such as special promotions and the highest grade of performance bonuses, as well as common incentives like additional points for policy training and award bonuses.


Since 2021, the city has introduced online voting to ensure that the selected cases are ones that citizens can directly relate to and experience. The voting results account for 12% of the final evaluation score, which is combined with the Proactive Administration Committee's assessment to determine the final outstanding public officials in September.


Last year, Busan City received one Excellence Award and two Encouragement Awards at the "2024 Proactive Administration Best Practices Contest," jointly organized by the Ministry of the Interior and Safety, the Ministry of Personnel Management, and the Office for Government Policy Coordination. The city plans to continue its efforts this year to spread a culture of proactive administration within the public sector and to discover more high-quality best practices.


Lee Kyungdeok, Director of Planning at Busan City, stated, "To create a city where citizens are happy and to enhance urban competitiveness, we need flexible problem-solving abilities and a proactive public service culture that go beyond conventions and regulations." He added, "We hope for active interest and participation so that proactive administration, which citizens can truly feel, becomes even more widespread."
