Yangju City Triples Serious Accident Compliance Rate and Reduces Industrial Accidents by 75%

Achievements of Building a Smart System

Gyeonggi Yangju City announced on August 4 that it had completed an inspection of the implementation of safety and health obligations for the prevention of serious industrial accidents in the first half of 2025, in accordance with Article 4 of the Serious Accidents Punishment Act and its Enforcement Decree, by the end of July.

This inspection was conducted from July 1 to July 18, targeting 113 city-operated workplaces and 1,249 sites including those under contract, outsourcing, consignment, and commissioned construction. The city utilized its self-developed "Serious Accident Smart System" to check in real time, via computer, whether each workplace was fulfilling its obligations, and to comprehensively review implementation data and supporting documents.

As a result of the inspection, the number of industrial accidents in the first half of 2025 was one, a 75% decrease compared to four cases during the same period last year. The compliance rate for safety and health obligations at contracted workplaces also improved nearly threefold, rising from 14.7% in the first half of 2024 to 44% this year.

The city explained that this inspection overcame the limitations of manual methods and, based on the system, enabled intuitive monitoring of each workplace's compliance status, making it possible to focus management on sites that were omitted. In addition, for workplaces that did not fulfill their obligations, the city plans to analyze the causes?such as data entry errors or lack of awareness of the system?and to implement customized education and continuous monitoring in the second half of the year to drive improvement.

Furthermore, the inspection also identified cases where some supervisors had been insufficient in their on-site inspections. Accordingly, in the second half of the year, the city plans to concurrently implement follow-up measures such as: activating pre-work safety meetings (TBM); conducting special inspections at workplaces using hazardous machinery such as brush cutters; regular risk assessments; and providing consulting for contracted workplaces.

Moon Eunkyung, head of the Citizens Safety Division, stated, "This inspection was the first attempt based on the smart system, and it greatly enhanced the reliability and effectiveness of our inspections. We will continue to advance prevention-oriented administration to protect the lives and safety of workers."
