This agreement was promoted as Honam University was selected for the Ministry of Education's RISE project for 2025 and received project funding. The main objectives are to attract outstanding students from the northern and central regions of Vietnam and to increase the number of international students residing at the university.

The visiting delegation included President Park Sangcheol, Director of International Exchange Son Wanyi, and International Exchange Specialist Kwon Munhwa. The two institutions specifically discussed practical cooperation measures, including a 2+1+1 associate-bachelor linkage program, a faculty training program in science and technology, support for online Korean language courses, and holding information sessions for local students. Both sides agreed to expand mutual cooperation.
