The city explained that it decided to attract foreign investment to this site in order to strengthen the global competitiveness of the Baegot District, which has been designated as a national advanced strategic industry bio-specialized complex.

The eligibility requirement is that applicants must be foreign-invested companies as defined by the Special Act on Designation and Operation of Free Economic Zones, and only single-entity applications are permitted.

The city will accept letters of intent for the project until August 12, and will receive formal project applications on September 29. Subsequently, a preferred negotiation partner will be selected in October, and a land sales contract will be signed in December.

Siheung Mayor Lim Byeongtaek stated, "This tender is an important opportunity to find companies that will lead the bio industry, which is a future growth engine," and added, "We will provide full administrative support to realize the goal of becoming the world's number one bio cluster together with foreign-invested companies."
