The Changsin-dong area, which was the site of Seoul’s first urban regeneration project, will be transformed into an apartment complex with approximately 4,500 households.

On July 20, the Seoul Metropolitan Government announced that the 7th Urban Planning Committee’s Subcommittee on Authority had approved, with modifications, the “Designation of Maintenance Area and Decision on Maintenance Plan for the Housing Maintenance Redevelopment Project in Changsin-dong 23-606 and Changsin-dong 629.” The Changsin-dong 23-606 area corresponds to the former Changsin District 9, and the Changsin-dong 629 area corresponds to the former Changsin District 10.


The project site is a hilly area surrounded by the Hanyang City Wall and Naksan Mountain, with steep slopes and extremely poor transportation and residential conditions. The maintenance plan, which was approved with modifications, improved the project’s feasibility by adding 101 more households through partial adjustments to building heights and layout, in line with the guidelines presented in the Rapid Integrated Planning framework.

In 2007, a redevelopment promotion project was initiated in the Changsin-dong area, but its designation was lifted in 2013. Although it was later designated as a leading urban regeneration area to improve the deteriorated residential environment, the effects on housing supply and infrastructure, as well as overall physical living conditions, were insufficient. In 2022, the area was selected as a candidate for Rapid Integrated Planning, and the redevelopment project was actively resumed.


This maintenance plan incorporates a variety of specialized main building types, such as high-rise tower forms and terrace houses, taking into account the area’s topographical characteristics.


Through the redevelopment project, the area is expected to be transformed into an urban residential complex with a total of 4,542 households. The Changsin-dong 23-606 area will have 2,667 households, including 325 rental units, while the Changsin-dong 629 area will have 1,875 households, including 229 rental units.

The layout of the complex ensures harmony with adjacent landmarks such as Naksan Mountain and the Hanyang City Wall, and secures visual corridors. Street-level commercial spaces, community facilities, and ancillary welfare facilities will be placed on the lower floors, utilizing the height differences of the terrain. Infrastructure for the area will include roads, parks, public offices, and social welfare facilities.


First, the maintenance area of Changsin-dong 23-2, which was previously designated as a maintenance zone, will be connected by a public pedestrian passageway to improve east-west mobility for local residents. For mobility-impaired individuals such as seniors and children, vertical circulation within the complex will be provided through escalators, elevators, and ramps.


Choi Jinseok, Director of Housing for the Seoul Metropolitan Government, stated, “Changsin-dong has long suffered from poor residential conditions, but the housing redevelopment project has laid the foundation for its rebirth as a premier residential complex in the heart of the city.”
