The Trade Commission of the Ministry of Trade, Industry and Energy has recommended to the Ministry of Economy and Finance the imposition of a 21.62% anti-dumping duty on Chinese stainless steel plates for the next five years. This measure is based on the determination that these imports have caused substantial damage to domestic industry.
On June 26, the Trade Commission held its 461st meeting at the Sejong Government Complex, where it reviewed and approved the results of the anti-dumping investigation into Chinese stainless steel plates that began in September of last year.
The Trade Commission stated that the investigation confirmed both dumping practices by major Chinese exporters?including Schuang, STX Japan, Best Win, and Jiangsu Daekyung?and the resulting harm to the domestic industry.
Stainless steel plate refers to hot-rolled steel plates with a thickness of 4.75 mm or more and a width of 600 mm or more, serving as a key material used across various industries such as shipbuilding, power generation, and semiconductor equipment. The current basic tariff rate is 8%, but under the Korea-China FTA and WTO agreements, the tariff is set at 0%.
The Trade Commission also held public hearings regarding Chinese sodium metabisulfite and Thai particle board. These cases involve provisional duties or administrative pre-announcements based on preliminary determinations, and the hearings are part of the process to gather opinions from interested parties before final decisions are made.
Currently, a provisional duty of up to 33.97% has been imposed on Chinese sodium metabisulfite for four months starting June 21, while a duty of up to 17.19% on Thai particle board has been administratively pre-announced. Final determinations on both products are scheduled to be made in the second half of the year following on-site inspections and other procedures.
