Gyeonggi Province Finalizes Turnkey Bids for Three Sections of 'Goyang Eunpyeong Line'... Accelerating Groundbreaking Next Year

The pace of the 'Goyang Eunpyeong Line Metropolitan Railway Construction Project,' which is being implemented by Gyeonggi Province through a design-build (turnkey) bidding process, is expected to accelerate as bids have been successfully established for all three main sections of the project.

According to Gyeonggi Province on June 12, two consortiums?HL D&I Halla and Geumgwang Enterprise?have participated in the bidding for Section 1. For Section 2, two consortiums?BS Hanyang and Geukdong Construction?have participated, and for Section 3, two consortiums?Taeyoung Construction and Namkwang Engineering & Construction?have participated, resulting in successful bids for all three sections.


All three sections are being implemented using the design-build (turnkey) method. If the turnkey bidding were to fail, the bidding method would have to be changed to a separate process for design and construction, known as 'other construction.' In this case, the project period would be delayed by more than 10 months, which would increase inconvenience for residents in the Goyang area. However, with the successful establishment of the turnkey bids, the project can now proceed quickly.


Gyeonggi Province plans to select the eligible contractors for detailed design for Sections 1, 2, and 3 after conducting basic design reviews in the second half of this year. The province aims to complete the detailed design by the second half of 2026, obtain project plan approval from the Ministry of Land, Infrastructure and Transport, and then begin construction.


The three sections, covering a 15.0 km route from Saejeol Station in Eunpyeong-gu, Seoul to Goyang City Hall in Deogyang-gu, Goyang, will include eight stations (including two transfer stations) and one train depot. The total project cost is 1.7314 trillion won.


The Goyang Eunpyeong Line Metropolitan Railway received basic plan approval from the Ministry of Land, Infrastructure and Transport in December last year. By connecting with the Seobu Line, Line 3, and other lines, the project aims to establish a metropolitan transportation network by extending the railway network in the northwestern part of Gyeonggi Province. It is expected to improve transportation and convenience in the northern Gyeonggi area, including the third-phase new town Changneung District and adjacent large-scale residential areas.


Kim Kibum, Director of the Rail Port Logistics Bureau of Gyeonggi Province, said, "Recently, many turnkey projects have failed to attract bidders, but with successful bids for all three sections, we are now able to proceed with the construction schedule as planned. We will thoroughly prepare to ensure that the long-cherished wishes of local residents are fulfilled and that the construction proceeds without any setbacks."
