Pre-sale Market's Sellout Keyword: "Pre-sale Price Ceiling" and Investment Value of "Osan Segyo Athera" in the Spotlight

As polarization in the real estate market intensifies this year, the importance of value investing in the pre-sale market is increasing. In particular, apartment complexes subject to the pre-sale price ceiling system, which are expected to have high future value after move-in, are attracting tens of thousands of subscription accounts, demonstrating their popularity.


For example, "Raemian One Perla," which was pre-sold this year in Seocho-gu, Seoul, drew attention as a price-ceiling complex with a pre-sale price for an 84m² unit about 600 million KRW lower than the surrounding market price. In the first-round subscription, as many as 40,635 applications were submitted, resulting in a competition ratio of 151.62 to 1, the highest among all apartments pre-sold this year.


"Dongtan Fore Park Jayoun and Prugio," supplied in Dongtan, Gyeonggi Province, also offered an 84m² unit at a price about 100 million KRW lower than the market, recording a competition ratio of 68.69 to 1. Other complexes such as "Cheongju Technopolis Athera 2nd" in Cheongju, North Chungcheong Province, and "Dongtan Dream Forest Jayoun and Daesang" have also recorded high competition ratios.


The reason why apartments subject to the pre-sale price ceiling system are so popular is that this system sets an upper limit on pre-sale prices, making them more affordable compared to the surrounding market, which increases their appeal. In particular, complexes with abundant infrastructure available immediately upon move-in attract strong demand from those waiting to move in, further boosting their investment value.


A real estate expert stated, "As the market becomes more challenging, demand is increasingly concentrated on complexes that offer tangible value rather than abstract future value, resulting in record-high competition ratios nationwide in the pre-sale market." The expert added, "In particular, when complexes subject to the pre-sale price ceiling system are supplied in areas with infrastructure on par with new towns, their future value is expected to be even higher, making them more desirable."


Against this backdrop, inquiries about "Osan Segyo Athera," a privately participated public pre-sale apartment introduced by Kumho Construction in the Osan Segyo District, are reportedly surging. Osan Segyo Athera will be located in Beoreum-dong, Osan-si, Gyeonggi Province, and will open its model home and begin pre-sales on June 6 (Friday). The complex will consist of six buildings, each with two basement floors and 25 above-ground floors, offering a total of 433 units with an exclusive area of 59m².


Subscriptions will be accepted via the Korea Real Estate Board's subscription website, starting with special supply on June 9 (Monday), first-round subscription on June 10 (Tuesday), and second-round subscription on June 11 (Wednesday). Successful applicants will be announced on June 18 (Wednesday), and the official contract period will take place from July 21 (Monday) to July 23 (Wednesday).


Osan Segyo Athera is the first and last privately participated public pre-sale apartment to be supplied in Osan Segyo 2 District. Privately participated public pre-sale is a housing supply model that combines the construction expertise and brand premium of private builders with the stability provided by the government. Notably, the pre-sale price ceiling system applies, offering a reasonable price of about 13.3 million KRW per 3.3m², making it possible to purchase a home starting in the low 300 million KRW range.


Another notable feature is that the special supply ratio is around 75%, increasing the chances of selection for newlyweds and first-time homebuyers. The revised subscription system also applies: for households with children born after June 19, 2024, an additional special supply opportunity is provided for newlyweds, newborns, multi-child families, and those supporting elderly parents, even if they have already received special supply once. In addition, both spouses can apply for special supply (with the earlier applicant being recognized in case of duplicate selection), and special supply for newlyweds, which previously required the household to be without a home from the date of marriage registration, is now available as long as the household is without a home on the date of the recruitment announcement.


Apartment prices in the area are also on the rise, further highlighting the price advantage. According to transaction data from the Ministry of Land, Infrastructure and Transport, "Hoban Summit La Foret," located in Osan Segyo 2 District, saw an 84m² unit change hands for 596 million KRW in April, recording a price gain of over 170 million KRW in just two years. In addition, listings for 84m² units have reached up to 630 million KRW, trading at about 17.5 million KRW per 3.3m², with asking prices continuing to rise. The nearby "Osan Segyo Hanshin The Hue" apartment has also seen the asking price for an 84m² unit soar to 560 million KRW.


As an apartment complex located in a residential district, Osan Segyo Athera also boasts excellent infrastructure. Residents can use Osan Station on Seoul Subway Line 1, and nearby expressways include Osan IC (Gyeongbu Expressway), Hyangnam IC (Pyeongtaek-Hwaseong Expressway), and North Osan IC (Seoul Metropolitan Area Second Ring Expressway). A new overpass crossing the Gyeongbu Line railway is under construction, expected to improve east-west traffic flow in Osan. Notably, the planned GTX-C line is being promoted for Osan Station, and the Dongtan Urban Railway, which will connect Osan Station to Mangpo Station on the Suin-Bundang Line, is also in the works.


Additionally, elementary and high school sites (planned) are within walking distance of the complex, improving educational conditions, and residents can also walk to the Chopyeong Library. The natural environment is also outstanding, with views of Sangjaebong, as well as proximity to various green spaces, Osancheon, and Gagami Mountain within Osan Segyo 2 District. Shopping and cultural facilities such as E-Mart Osan, Lotte Mart Osan, CGV Osan, and Osan City Hall are also conveniently accessible.


Furthermore, when the planned Osan Segyo 3 District is developed, a large-scale new city representing the southern Seoul metropolitan area will be completed. Osan Segyo Athera is expected to be located at the center of the Segyo District when Osan Segyo 3 District is established, emerging as a core axis of future development.


This is Kumho Construction's first supply in Osan and the first application of its residential brand "Athera" in the city, further enhancing the product's value. The complex is primarily oriented to the south for optimal sunlight, and some units feature a specialized 4-bay design, maximizing sunlight, ventilation, and a sense of spaciousness. Storage spaces such as entrance storage areas are provided throughout the home to maximize space utilization. The complex will also feature a grass plaza, water features, and various landscaped areas, while resident community facilities will include an indoor golf practice range, screen golf, fitness center, GX room, reading room, and guest house. Childcare facilities such as a daycare center and a joint care center will also be provided, reducing the childcare burden and ensuring a safe environment for children.


Meanwhile, the Osan Segyo Athera model home is located in Gwol-dong, Osan-si, Gyeonggi Province.
