"Yangcheon-gu Expands Local Business Contracts with 'Preferred Vendor Registration System' for Private Contracts"

Establishing a Foundation for Local Business Participation
47.8% of Total Private Contract Value Awarded to Local Companies

Yangcheon-gu in Seoul has launched the full-scale operation of the 'Preferred Vendor Registration System for Private Contracts' to enhance the transparency of private contracts and expand participation opportunities for local businesses, thereby revitalizing the local economy. Under this system, local businesses can pre-register their information on the district office's website, and when the district initiates a private contract, the relevant departments refer to this information to select contract partners.

Yangcheon-gu introduced this system last year to improve the practice of repeatedly contracting with the same companies and to create a fairer environment where more businesses can participate. As of May this year, 269 companies have registered. Eligible registrants include construction, service, and goods supply companies with offices in Yangcheon-gu. After entering their company information and track record, businesses are registered following approval by a district office official. Registrants can choose whether their information is made public or kept private.


Registration is open year-round, and related information can be found on the 'Preferred Vendor for Private Contracts' page within the 'Contract Information Disclosure System' on the Yangcheon-gu Office website. The district limits the number of private contracts with the same company to five times per department annually, and is expanding opportunities for small businesses and those that have difficulty securing contracts with public institutions.


In practice, the number of private contracts with Yangcheon-gu-based companies increased by 20%, from 199 cases in 2023 before the system was implemented to 239 cases after its introduction. Last year, contracts with Yangcheon-gu-based companies accounted for 47.8% of the total private contract value. Yangcheon-gu expects that this registration system will broaden the foundation for local business participation and help establish transparent and efficient contract administration.


Lee Gijae, Mayor of Yangcheon-gu, stated, "We are operating the 'Preferred Vendor Registration System' to establish a fair private contract framework that residents can trust and to provide real opportunities for local businesses." He added, "We will continue to operate and improve the system to invigorate the local economy through mutually beneficial cooperation with businesses in the district."
