The Gyeonggi Job Foundation (hereafter referred to as the Foundation) has proposed policy directions to respond to changes in the labor market resulting from the spread of generative artificial intelligence (AI). On May 29, the Foundation published the 'GJF Employment Issue Report 2025-03,' analyzing the impact of AI technology development on the employment environment and unveiling a Gyeonggi-style job strategy.
This report provides a multifaceted analysis of the impact that artificial intelligence, especially generative AI, has had on the job market since the emergence of AlphaGo in 2016. A key feature of the report is its expansion of the AI industry ecosystem beyond technology development companies to include a wide range of fields that create new value by utilizing generative AI.
The report warns that the advancement of generative AI could lead to a reduction in jobs for workers engaged in repetitive tasks, such as call center agents and data entry clerks. At the same time, it highlights the potential emergence of new roles, such as AI developers, prompt engineers, and AI ethics specialists. In particular, the report notes that generative AI is demanding significant changes not only in simple labor but also in the way professionals perform their work.
The report suggests that generative AI is affecting not only repetitive tasks but also specialized professions, making it necessary to redesign and transform existing work processes. It also emphasizes the need for a comprehensive response that takes into account changes in work, technology, region, and demographic structure.
As a key policy direction, the report stresses the importance of a 'future-oriented talent development system,' stating that educational institutions, companies, and research institutes must be organically connected to create an environment where talent can continuously learn and grow.
In addition, the report proposes the establishment of a 'Gyeonggi-Style Generative AI Job Transition Academy' for skilled workers and the operation of region-based customized job training programs for seniors and those with low incomes, in order to provide opportunities to re-enter the workforce and stabilize employment.
Furthermore, the report suggests promoting a 'combined development model' to simultaneously address the shortage of jobs in areas adjacent to Seoul and the shortage of workers in outlying regions, thereby spreading generative AI-related jobs throughout the province and promoting balanced regional development.
It also recommends actively supporting small and medium-sized enterprises in adopting and utilizing AI technology, to prevent the benefits of AI from being concentrated only among large corporations, and to establish a foundation for improving the quality of jobs across Gyeonggi Province.
