Innovative Administration Spreads Nationwide
with Initiatives Like the "Joint Entrance Free Pass"
Jung-gu District in Seoul has been selected as the sole recipient of the Prime Minister's Award among 69 local districts nationwide in the "2024 Comprehensive Evaluation of Proactive Administration by Local Governments," organized by the Ministry of the Interior and Safety. Jung-gu was also named an "Excellent Institution for Proactive Administration" in March.
In this evaluation, Jung-gu ranked first among 69 local districts nationwide, receiving consistently high scores across five main categories and 17 detailed indicators: improvement of proactive administration systems, efforts to promote proactive administration, performance in implementing proactive administration, public perception of proactive administration, and expansion of proactive administration and collaboration mileage programs.
In particular, the "Joint Entrance Free Pass Safety Platform for Apartment Complexes," the first of its kind in the country, drew significant attention. This system allows police and firefighters to quickly open shared entrance doors with a wireless remote control during emergencies such as fires or medical incidents, securing the critical golden time. It is now spreading as a benchmarking model for other local governments. This project is also featured as a best practice on the "Proactive Administration ON" website of the Ministry of Personnel Management.
Additionally, Jung-gu has successfully implemented five key initiatives closely related to residents' daily lives: an advance reservation service for civil consultation, installation of ramps in small community facilities, one-stop employment support for discovering and connecting private sector jobs, the "Traditional Market Commercial District Development Center" as a public-private partnership organization for commercial district management, and a project to reduce household waste. To support these efforts, the district has also provided institutional backing such as a pre-consulting system, immunity support, and extra points for selecting outstanding public officials.
The "Congestion Toll Reduction for Jung-gu Residents Using Namsan Tunnel," set to begin in June, is another representative achievement of proactive administration. After various efforts, including forming a resident consultative body, signature campaigns, and policy advisory meetings, Jung-gu successfully led the revision of the Seoul city ordinance, enabling Jung-gu residents to receive a 50% reduction in congestion tolls for Namsan Tunnels 1 and 3.
Kim Gilseong, Mayor of Jung-gu, stated, "Proactive administration is the effort to improve residents' daily lives without being bound by regulations or conventions. Moving forward, we will boldly break away from conventional methods to resolve residents' inconveniences and continue to make Jung-gu a reliable ally for our citizens."
