Calls for Institutional Reforms During 5-Minute Free Speech at the 287th Temporary Session
Kim Youngtae, a member of the Gumi City Council (People Power Party, Doryang-dong), strongly criticized the indiscriminate abandonment and poor management of personal mobility devices (PMs) and called for effective institutional reforms.
During a 5-minute free speech at the 287th temporary session, 2nd plenary meeting of the Gumi City Council held on the 19th, Kim stated, "With the increase in PM usage, the accident rate is also surging, and PMs abandoned throughout the city are infringing on citizens' right to walk." He further pointed out, "Gumi City can no longer afford to neglect this issue."
He proposed specific measures, including regular joint crackdowns with the police, establishing a system to require safety education and mandatory use of protective gear for users, and implementing strong administrative actions against unauthorized abandonment. He demanded practical policy implementation that goes beyond simple recommendations.
Kim emphasized, "PMs can be an efficient means of transportation, but if they are poorly managed, they become a serious risk that threatens citizens' lives and the dignity of the city." He stressed, "Gumi City must put citizens' safety first and take a more proactive administrative approach with stronger institutional reforms."
With recent PM-related accidents, illegal parking, and pedestrian inconveniences occurring frequently and increasing public dissatisfaction, attention is now focused on whether Kim's remarks will lead to changes in related policies.
