People Power Party: "May 18 Spirit in Constitution... Expanded Medical and Welfare Support for 4·3 Families"

The People Power Party pledged on the 17th to include the spirit of the May 18 Democratic Movement in the preamble of the Constitution and to expand medical and welfare systems for the families of victims of the Jeju 4·3 Incident.


The Policy Headquarters of the People Power Party announced regional pledges for Gwangju, North Jeolla, South Jeolla, and Jeju on the same day.

The People Power Party stated, "We will establish the constitutional status of the May 18 Democratic Movement by including its spirit in the preamble of the Constitution," and added, "We will achieve a complete resolution of the 4·3 Incident, realize the values of coexistence, peace, and harmony, and promote integration within the local community and among residents."


The party also promised to make Gwangju a standard city for the artificial intelligence (AI) ecosystem. They plan to promote the establishment of an AX (AI Transformation) Demonstration Valley and build a regional AI innovation hub.


In addition, the party will expand transportation infrastructure by constructing additional urban rail networks around the planned Gwangju complex shopping mall site and by installing a Bus Rapid Transit (BRT) system.


The party explained that it would promptly push forward with the Gwangju-Daegu Dalbit Railway project, which will serve as the foundation for balanced national development, and expand the Honam Expressway (Donggwangju-Gwangsan IC).


In North Jeolla, the party will support the integration of Jeonju and Wanju local governments and establish the Korea Hydrogen Technology Institute within the Wanju Hydrogen-Specialized National Industrial Complex.


The party will also expedite the construction of the Jeonju-Daegu Expressway, Jeonju-Gimcheon Railway, and Goheung-Wanju-Sejong Expressway, while upgrading Local Road 702 (Saemangeum-Jeonbuk Innovation City) to a national highway.


In South Jeolla, the party will establish a national medical school. The People Power Party stated, "Along with the establishment of a new medical school, we will build an advanced general hospital to improve the quality of medical services," adding, "We will expand employment by securing local medical professionals and attracting related companies."


The party also promised, "We will foster South Jeolla, the nation's largest agricultural production base, as a hub of advanced agricultural industry and build South Jeolla into a global agri-bio industry city that attracts worldwide attention."


For Muan International Airport, the party will construct a runway capable of accommodating large aircraft to meet international airport standards and implement a bird monitoring and deterrence system to ensure safe operations.


In Jeju, the party will create an AI startup cluster in the advanced science and technology complex and attract domestic and international bio company research centers to Seogwipo Healthcare Town, while building infrastructure for residential and leisure-type medical tourism.


The party will designate a top-tier general hospital in Jeju and expand funding and staffing support for the Jeju Regional Trauma Center.


Additionally, the party announced that it would steadily push forward with the Jeju Second Airport project to resolve safety issues and chronic delays at the overcrowded Jeju Airport.


For elderly families of the 4·3 Incident victims, the party will build a specialized nursing hospital and increase operational support for the National Trauma Center.
