Outstanding Performance in Pledge Fulfillment and Communication Indicators
Expansion of Citizen Participation through Initiatives like the Citizen Jury System
Gwangsan District in Gwangju announced on May 16, 2025, that it has received the highest SA grade (Excellent) in the "2025 8th Term Local Government Head Pledge Implementation and Information Disclosure Evaluation" conducted by the Korea Manifesto Implementation Headquarters.
This evaluation comprehensively analyzed the performance of cities, counties, and districts nationwide in five areas as of the end of 2024: completion of pledge implementation, achievement of annual goals, communication with residents, web-based communication, and consistency of pledges.

Gwangsan District received the highest grade in the pledge implementation completion category and was also rated as "Pass" in both web-based communication and pledge consistency, earning an overall high evaluation.
Under the 8th popularly elected administration, Gwangsan District has promoted the slogan "Renewing Gwangsan through coexistence and innovation, benefiting citizens," and has pursued its administration based on systematic pledge execution plans and regular progress monitoring.
The district’s flagship pledge, "Mayor’s On-Site Listening Office," is Gwangsan’s first policy that identifies local issues through direct communication with citizens. Other major policies, such as the creation of a sustainable job special zone, community healthcare, and the Hwangryonggang Ecological Trail 30, are also progressing smoothly.
Gwangsan District transparently discloses the status of pledge implementation on its official website and also provides opportunities for citizen participation by allowing residents to directly monitor and evaluate pledge fulfillment through the citizen jury system.
Mayor Park Byungkyu stated, "Responsible fulfillment of pledges is the starting point of administration that builds citizens’ trust," adding, "We will further strengthen completed projects and enhance the execution of ongoing policies to ensure that all promises are kept without fail."
