Objective Indicators Can Be Used for Project Selection
"Expectations for Policy Effectiveness and Regional Fairness"
The amendment to the “Jeollanam-do Balanced Development Indicator Development and Utilization Ordinance,” proposed by Jeon Gyeongseon, a member of the Jeonnam Provincial Assembly (Democratic Party of Korea, Mokpo 5), passed the review of the Planning and Administration Committee during the 390th extraordinary session of the Jeonnam Provincial Assembly on May 8.
The purpose of this ordinance amendment is to clarify the principles for developing balanced development indicators in response to rapidly changing social environments and policy demands, and to establish a feedback system that enables practical use of these indicators in the selection and evaluation of Jeonnam Province’s public project proposals.
According to the amendment, the Governor of Jeonnam Province must objectively evaluate the level of development of cities and counties within the province every year based on the balanced development indicators. The indicators must be developed and operated according to the principles of a user-oriented and performance-based approach. In addition, the amendment includes a system for continuously improving the indicators in response to changes in the policy environment and social demands.
Assembly member Jeon stated, “Balanced development indicators are tools that objectively present various aspects of a region?such as population, economy, society, culture, and environment?using data,” and added, “When promoting public projects led by Jeonnam Province, the indicators should be used to analyze the causes of imbalance and to implement policies tailored to address those causes.”
She continued, “Through this amendment, we have established a feedback system to check whether the indicators are actually being reflected in projects, and to improve both the methods of utilizing the indicators and the ways in which projects are implemented based on these findings. This will contribute to enhancing the effectiveness of balanced regional development.”
With this ordinance amendment, Jeonnam Province is expected to apply regional criteria more objectively and fairly when selecting public projects in the future. In particular, by utilizing the balanced development indicators, it is anticipated that resources can be strategically allocated to regions or sectors that are relatively underdeveloped or vulnerable, thereby ensuring both the effectiveness and fairness of policies.
