First Ordinance Enacted Among Five Districts
Expected to Lead in Climate Crisis Response
The Gwangju Seo-gu Council has taken steps to establish a financial foundation for the transition to a circular economy.
On May 2, during its 330th extraordinary session, the Seo-gu Council announced that the "Ordinance on the Establishment and Operation of a Special Account for the Circular Economy in Seo-gu, Gwangju," proposed by Chairman Jeon Seungil, had passed the review of the Social and Urban Affairs Committee. The ordinance is scheduled for final approval at the second plenary session on May 8.

This ordinance was drafted in accordance with Article 38 of the "Act on the Promotion of Transition to a Circular Economy Society" to create a special account aimed at securing stable funding for climate crisis response and resource circulation projects. The special account will be funded by sources such as waste disposal charges and special adjustment grants, and will be used for projects including strengthening resource circulation stores, promoting the use of reusable containers, and supporting outstanding contributors to the circular economy.
Prior to the enactment of the ordinance, a governance body comprising the council, citizens, and the administration was formed to facilitate preliminary discussions. Civil society and field experts, including Choi Nakseon, Chairman of the Gwangju Resource Circulation Council, Lee Kyunghee, Director of the Eco-friendly Resource Circulation Center, and Kim Jaejoo, Secretary General of the Sustainable Development Council, participated in meetings and forums held between January and February.
Chairman Jeon stated, "This ordinance goes beyond a declarative level and establishes a practical financial foundation to support the transition to a circular economy," adding, "We will continue to evaluate outcomes and improve the system, focusing on governance."
If the ordinance passes the plenary session, it will take effect starting January next year.
