Real Estate Transaction Laws Now Utilize Blockchain... Dong-A University Hosts Academic Conference on 'New Technology' Land Legislation

Academic and Private Sector Experts in Land Law and Policy to Attend

An academic conference addressing real estate transaction laws utilizing new blockchain technologies will be held at Dong-A University.


The Dong-A University Institute of Legal Studies (Director: Professor Kim Yongui) announced on April 24 that it will co-host the academic conference titled "Utilization of New Technologies Such as Blockchain and Land Law" together with the Korean Land Law Association (President: Kim Hyunsoo). The event will take place on May 2 at Room 412, International Video Conference Room, Graduate School of Law, Bumin Campus.


Sponsored by Busan Technopark and the Korea Internet & Security Agency, the "2025 Korean Land Law Association Spring Academic Conference" aims to explore the future direction of Korean land law. The event is designed as a venue for experts from academia and the private sector specializing in land law and policy to gather and discuss key issues.


Since its establishment in 1984, the Korean Land Law Association has contributed to the development of land-related laws and policies in Korea over the past 40 years by examining land law theory and practice from various perspectives and proposing solutions to contemporary challenges.


The opening ceremony of the conference will begin with an address by President Kim Hyunsoo, followed by a welcoming speech from Kim Yongui, Director of the Dong-A University Institute of Legal Studies. Four thematic presentations and a comprehensive discussion will follow.


In the first session, Choo Shinyoung (Jeonbuk National University Law School) will serve as chair, and Park Youngmok (Department of Law, Suncheon National University) will present on "Possibilities and Limitations of Real Estate Transactions through Smart Contracts." Hwang Wonjae (Chonnam National University Law School) and Park Cheongil (Director of Strategy and Coordination, Busan Women's Family and Lifelong Education Promotion Agency) will participate as discussants.


The second session will be chaired by Jung Jinmyung (Dankook University Department of Law), with Ko Hyungseok (Department of Maritime Law, Korea Maritime and Ocean University) presenting on "Limitations and Challenges of Blockchain-Based Smart Contracts in Real Estate Transactions." Lee Jieun (Kyungpook National University Law School) and Ko Sanghyun (Daegu University Department of Law) will join as discussants.


In the third session, Jang Byungil (Dong-A University Law School) will chair, and Kim Juho (University of Seoul) will present on "Civil Law Issues in Real Estate Tokenization: Focusing on the Registration System." Ko Cheolwoong (Hannam University Department of Law) and Kim Seongmi (Department of Social Education, Suncheon National University) will serve as discussants.


The fourth session will be chaired by Kim Seonguk (Jeju National University Law School), with Son Jeongeun (Dong-A University) presenting on "Current Status and Legal Issues of Blockchain-Based Real Estate Transactions." Kim Sangheon (Jeju National University Law School) and Park Bongcheol (Dong-A University Law School) will participate as discussants.


The comprehensive discussion will be chaired by Kim Yongmin (President, Busan Bar Association), with Son Hongrak (Dong-A University Law School), Lee Sugyeong (Korea University), Kwon Kigwang (Head of Blockchain Center, Busan Technopark), and Kwon Sehwa (Director, Korea Internet Corporations Association) participating as discussants.


Kim Hyunsoo (Professor, Pusan National University Law School), President of the Korean Land Law Association, stated, "In the flow of the Fourth Industrial Revolution, our society is demanding a new technology-based trust mechanism. This calls for new interpretations and institutional improvements across the entire legal system, making it the right time to establish new legal and policy directions for land law."


He also evaluated, "This joint academic conference marks the first step in actively exploring the intersections of traditional land law with new technologies such as blockchain, smart contracts, and tokenization, and serves as a valuable forum for both academic and practical discussions."
