Utilizing Local Historical and Cultural Resources
Securing Project Feasibility with 300% Floor Area Ratio
Completion of Planning for 100 Rapid Integrated Planning Sites

The area around 81 Ssangmun-dong in Dobong-gu, which served as the setting for the animated film 'Baby Dinosaur Dooly,' will be transformed into a futuristic residential complex with approximately 1,900 households. With this, Seoul has completed planning for 100 sites three and a half years after introducing the Rapid Integrated Planning initiative.


On the 15th, Seoul announced the finalization of the Rapid Integrated Planning proposal for the 81 Ssangmun-dong area in Dobong-gu.

The target site is adjacent to Ssangmun Neighborhood Park, Hanshin Elementary School, and Jeongui Girls' Middle School, making it an area with excellent natural and educational environments in the past. It is also located within a five-minute walk from Ssangmun Station on Line 4. Although it was previously designated as a reconstruction maintenance zone, it faced difficulties due to rigid zoning regulations and lack of project feasibility, leading to its removal from the maintenance zone in 2017. Subsequently, it gained momentum for development after being selected as a candidate site for Rapid Integrated Planning in March last year.


Seoul plans to transform this area into a futuristic residential complex with about 1,900 households, considering its characteristics as a residential area where Seoul's old charm and economic centers meet. The city is currently proceeding with the establishment of maintenance plans, aiming to designate the zone within this year.


First, considering that several development projects are underway near the target site, the city has upgraded the zoning designation (from Type 2, 7 floors / Type 2 to Type 3) and established a landscape plan. Two urban public housing complex projects are underway centered around Ssangmun Station, and large-scale developments are being promoted within a 1 km radius in the Chang-dong and Sanggye urban regeneration activation areas, reflecting the locational characteristics.


Along Nohae-ro, a commercial street will be created considering the existing commercial district to establish a community hub space. To create an open view from the Jeongui Girls' Middle School intersection, where arterial roads intersect, toward Ssangmun Neighborhood Park, an urban scenic axis and public pedestrian passage are planned. Additionally, a park will be created along the intersection to connect with the Nohae-ro commercial street.


To induce large-scale development harmonizing with the surrounding urban conditions, project feasibility will also be significantly improved. Compared to the 2017 plan, which was canceled earlier, the floor area ratio has been increased from 240% to 300%, the maximum building height from 18 floors to 39 floors, and the number of households from 744 to about 1,900.

Furthermore, plans include creating a residential environment utilizing the area's history, culture, and educational resources. A cultural park linked to the Ham Seok-heon Memorial Hall, a Seoul Future Heritage site, will be established, and community facilities such as shared workspaces and cultural information exchange spaces will be provided along the alleys of the cultural and artistic village. Educational infrastructure such as libraries and care centers are also planned near Hanshin Elementary School and Jeongui Girls' Middle School.


Efforts will also be made to establish a safe and convenient transportation and pedestrian system suitable for the new urban structure. To improve vehicle flow on Nohae-ro, the main vehicle access road, two additional lanes will be secured (expanding from four lanes to six lanes) in connection with the urban public housing project on the southern side of the site, and Nohae-ro 55-gil on the west side, used as a school route, will be expanded to separate vehicle and pedestrian flows.


Meanwhile, starting from the 81 Ssangmun-dong area in Dobong-gu, planning has been completed for 100 out of 172 target sites within Seoul city. Among these 100 sites, 54 are currently in the process of establishing maintenance plans, and 23 have been designated as maintenance zones. There are 18 sites at the stage of association establishment approval and 5 sites at the project implementation plan approval stage.


Jo Nam-jun, head of Seoul's Urban Space Headquarters, emphasized, "The confirmation of the 100th Rapid Integrated Planning is the result of our efforts to improve the quality of urban space," adding, "We will fully support the upcoming procedures so that the aging residential area around Ssangmun-dong can be reborn as a modern residential area."
