Lee Seonghae: "The First Step Toward Rebuilding Railway Infrastructure"
The Korea Rail Network Authority announced on the 7th that it has completed a preliminary feasibility study for the establishment of an integrated railway traffic control center in Ukraine.
On the 3rd, the Rail Network Authority held a final briefing session in Ukraine, delivering the results of the control center status survey, signal technology analysis, business plan formulation, and budget and economic feasibility review to the Ukrainian government.
The briefing was attended by government and public institutions including the Ministry of Land, Infrastructure and Transport, the Ministry of Foreign Affairs, Korea Overseas Infrastructure & Urban Development Corporation (KIND), and Korea Water Resources Corporation. They discussed the necessity and feasibility of the project with Ukraine’s Ministry of Territorial Development and the Railway Corporation.

On the same day, the Authority emphasized that "for Ukraine to grow into a key hub for Central Asia-Europe logistics, the control center must first be established." At the same time, it expressed its willingness for follow-up cooperation based on its experience in building the Guro and Osong control centers.
The Rail Network Authority signed a Memorandum of Understanding (MOU) with the Ukrainian Railway Corporation in November 2023 and subsequently began this investigation in earnest. This project is also part of the Authority’s independently developed overseas expansion support system, 'K-Rail Overseas Development Project (K-IRD, K-International Railway Development)'.
Lee Seong-hae, Chairman of the Authority, said, "The construction project of the integrated railway control center in Ukraine is an important first step for the reconstruction and modernization of Ukraine’s railway infrastructure," adding, "We will continue efforts to cooperate by sharing Korea’s railway technology and experience in line with the international community’s efforts for Ukraine’s reconstruction."
