People Power Party Preparing Its Own Constitutional Amendment Proposal
Proposes "National Referendum on Presidential Election Day"
Kwon Young-se, the Emergency Response Committee Chairman of the People Power Party, announced on the 7th that he plans to prepare a constitutional amendment and proceed with a national referendum.
At the Emergency Response Committee meeting that day, Chairman Kwon said, "It is time to change the outdated and ill-fitting 1987 system."
He explained, "The People Power Party is forming a special committee on constitutional amendments to prepare its own amendment proposal," and added, "We will push to prepare a constitutional amendment that properly reflects the will of the people and put it to a national referendum on the presidential election day."
Chairman Kwon pointed out, "The desire for political reform has increased after experiencing the presidential impeachment crisis," and noted, "We witnessed the drawbacks of the imperial presidency system, where all state affairs authority is concentrated in one president, resulting in the disappearance of cooperation."
He also addressed the problems of the imperial legislature. Chairman Kwon emphasized, "If a large opposition party emerges and controls legislation, budget, and personnel affairs, and the minority government structure becomes entrenched, the National Assembly, not the president, becomes the emperor," adding, "That is exactly the situation now. It must be changed."
He continued, "We must not only disperse the power structure but also reorganize the system so that the principles of checks and balances can function properly," and added, "The powers of the National Assembly should be adjusted in balance with the powers of the president."
