46% Respond ‘Unreasonable Practices Still Exist’

On the 1st, Yangju City in Gyeonggi Province shared the results of the ‘2025 Organizational Culture Diagnosis Survey’ at an executive meeting and discussed directions for improving the organizational culture based on the findings.

The survey was conducted over eight days from March 10 to 17 to assess the organizational culture and develop improvement measures. It collected diverse opinions from employees on a total of 42 questions covering work-life balance, relationships among members, the roles of institution heads and superiors, and unreasonable practices.


The results showed that compared to 2023, the organizational culture had improved in most areas. However, some items still indicated the need for improvement.


In particular, regarding relationships among members, ‘being cautious due to superiors’ mood changes’ accounted for the highest rate at 47%, highlighting it as an issue. Additionally, 46% responded that unreasonable practices still exist, with dissatisfaction with performance evaluations being the highest at 41%.


Based on the survey results, Yangju City plans to consult with relevant departments to develop improvement measures and discuss specific countermeasures through the integrity research group ‘CheongnyeomLab’.


Mayor Kang Suhyun stated, “We will actively reflect employees’ voices to create an organizational culture that everyone can empathize with,” and urged, “Let us continuously seek improvement directions and do our best to establish a desirable working environment.”
