As artificial intelligence (AI) becomes the trend, the introduction of AI in the administration of Seoul’s autonomous districts is rapidly gaining momentum.


Songpa-gu, Seongdong-gu, Gangseo-gu, and others are hastening the adoption of AI to enhance the administrative efficiency of their staff.

Songpa-gu Establishes ‘Songpa AI Brain’ System Linked with ChatGPT Engine

From Document Summarization to Report Writing, and Administrative Information Search Including Laws and Guidelines


Songpa-gu (Mayor Seo Gang-seok) has completed the development of its own system, ‘Songpa AI Brain,’ to facilitate easy use of artificial intelligence in administration and has begun pilot operation.


The district built its own AI system within the administrative portal used for work. The system was designed over the past year based on the ChatGPT-4o engine introduced last year by the AI company OpenAI.


Named ‘Songpa AI Brain,’ this system has several advantages. It can provide high-level responses using natural language (everyday language) processing technology and quickly and accurately answers various questions across administration, including welfare, culture, and daily life information. The biggest advantage is system accessibility. Without the need for separate site membership registration or login, anyone can immediately use it within the administrative portal familiar to employees. Using ‘Songpa AI Brain,’ users can receive various assistance in a short time, such as ▲summarizing various documents ▲writing reports ▲searching administrative information including work-related laws and guidelines.


The district plans to conduct training for all employees in the first half of this year to increase system utilization. Additionally, it will complete advanced development by the second half of the year, including adding specialized functions tailored to the characteristics of each department’s work. Seo Gang-seok, Mayor of Songpa-gu, said, “‘Songpa AI Brain’ will be a useful tool that reduces repetitive and simple tasks while helping fast and efficient decision-making. By adding artificial intelligence to Songpa-gu’s administration, we will provide more delicate and improved administrative services and practice an advanced ‘servant administration.’”

Seongdong-gu Introduces ChatGPT in Administration… Builds Customized AI Work Environment for Employees

‘Seongdong GPT,’ a Generative AI (ChatGPT)-Based Work Support System to Enhance Administrative Expertise and Work Efficiency in the AI Everyday Era, Begins Pilot Operation


Seongdong-gu (Mayor Jeong Won-o) is piloting ‘Seongdong GPT’ to enhance administrative expertise and work efficiency in the era of AI becoming part of everyday life.


‘Seongdong GPT’ is an AI work support system (WorksAI solution) based on ChatGPT, configured with menus specialized for administrative tasks. It automates repetitive and standardized tasks of employees to reduce their workload and supports performing administrative work quickly and accurately.


The AI work support system includes functions such as ▲query and response using the latest version of ChatGPT ▲automatic drafting of documents like reports, plans, and press releases ▲translation and phrase correction of foreign language documents ▲image generation and analysis. It is also possible to create and use department-specific AI assistants with simple input prompts. The district started pilot operation on March 10 for one month and plans to conduct separate training on ‘Seongdong GPT’ and ChatGPT during this period to strengthen employees’ AI utilization capabilities.


A representative example is the ‘Seongdong-type Smart AI Civil Complaint Guidance Chatbot,’ which began operation in December last year. By accessing the chatbot through Seongdong-gu’s website, residents can receive quick and accurate answers 24/7 to daily life-related complaints such as cleaning, welfare, and events. Jeong Won-o, Mayor of Seongdong-gu, said, “We will do our best to effectively integrate AI technology into administration to improve work efficiency and the quality of administrative services, as well as to enhance the convenience of residents’ daily lives.”

Gangseo-gu Establishes AI Promotion Plan, Accelerates Advancement of Administrative Services

Aims for Work Innovation Using AI and Providing Customized Services for Residents


Gangseo-gu (Mayor Jin Gyo-hoon) is actively promoting administrative innovation using artificial intelligence (AI).


The district announced that it has established the ‘AI Gangseo’ promotion plan to introduce AI into administration in line with the era of AI becoming commonplace, aiming to provide more efficient and future-oriented services to residents. This plan includes detailed tasks such as ▲establishing AI administrative infrastructure and strengthening expertise ▲enhancing employee AI capabilities and support for utilization ▲selecting excellent administrative services using AI.


First, to implement AI-based smart administration, the district will prepare administrative and institutional foundations and strengthen expertise. To this end, it plans to operate the ‘AI Administrative Innovation Task Force (TF)’ and the ‘AI Technology and Policy Expert Advisory Group.’ The ‘Task Force (TF)’ is led by the deputy mayor and consists of the AI Administrative Innovation Team and the AI Resident Support Team. They will study ways to innovate administrative work using AI and discuss detailed directions for each project.


Additionally, considering the need for expertise, the district is also reviewing the recruitment of AI specialists. The district plans to distribute ‘paid ChatGPT user accounts’ to all departments (dong) to support the use of AI in administrative work. Jin Gyo-hoon, Mayor of Gangseo-gu, stated, “We will do our best to establish Gangseo-gu as a leading autonomous district in AI administration.”
