Pilot Operation of 'Seongdong GPT', a Generative AI (ChatGPT)-Based Work Support System to Enhance Administrative Expertise and Efficiency in the Age of Everyday AI

Raising Resident Satisfaction and Convenience with Smart Technology-Based Services Such as the Seongdong-Type Smart AI Civil Service Chatbot, Intelligent Selective Surveillance System, and Smart Healthcare Centers in Sageun-dong and Songjeong-dong
Seongdong-gu (Mayor Jung Won-oh) is piloting the operation of 'Seongdong GPT' to enhance administrative expertise and work efficiency in the era of everyday artificial intelligence (AI).
'Seongdong GPT' is an AI work support system (WorksAI solution) based on ChatGPT, configured with menus specialized for administrative tasks. It automates repetitive and standardized tasks for employees, reducing their workload and supporting the prompt and accurate execution of administrative duties.
The AI work support system features ▲ inquiry and response using the latest version of ChatGPT ▲ automatic drafting of documents such as reports, plans, and press releases ▲ foreign language document translation and phrase correction ▲ image generation and analysis. It also allows the creation of department-specific AI assistants with simple input values (prompts).
The district began a one-month pilot operation from March 10, during which separate training sessions on using 'Seongdong GPT' and ChatGPT will be conducted to strengthen employees' AI utilization capabilities.
After the pilot operation, a satisfaction survey targeting employees will be conducted, and based on the review of effectiveness in work linkage, a decision will be made on formal adoption.
In addition, the district has adopted ‘Smart Inclusive City Seongdong’ as its administrative vision, enhancing residents’ satisfaction and convenience through diverse and innovative administrative services utilizing smart technology.
A representative example is the ‘Seongdong-type Smart AI Civil Service Chatbot,’ which began operation in December last year. By accessing the chatbot through the Seongdong-gu website, residents can receive quick and accurate answers 24/7, 365 days a year, to daily life-related civil complaints such as cleaning, welfare, and events.
Seongdong-gu’s Integrated Control Center has established an ‘Intelligent Selective Surveillance System’ to thoroughly protect residents’ safety. This system applies AI object and behavior recognition technology to unmanned cameras (CCTV), selectively monitoring only objects such as people or vehicles exhibiting movements suspected as crime indicators.
In December last year and March this year, ‘Smart Healthcare Centers’ based on AI were opened in Sageun-dong and Songjeong-dong, respectively. The ‘Smart Healthcare Center’ plays a key role in scientifically measuring and systematically managing the health status of elderly residents using a health management system integrated with smart technology, aiming to delay entry into long-term care and nursing facilities as much as possible.
Jung Won-oh, Mayor of Seongdong-gu, said, “Efficient use of ‘Seongdong GPT’ will reduce simple repetitive tasks, allowing us to focus more on creative work.” He added, “We will do our best to effectively integrate AI technology into administration to improve work efficiency and the quality of administrative services, as well as to enhance the daily convenience of residents.”
