Comprehensive Evaluation of Government Property Management for Institutions Overseeing 26 Trillion Won
New Indicators Introduced for Promoting Private Sector Recycling of Unused Government Assets
Evaluation Results to Be Publicly Disclosed for the First Time This Year

On the 11th, the Public Procurement Service announced that from this month until May, it will conduct a "Comprehensive Evaluation of Government Property Management" targeting all national institutions managing government property.


The comprehensive evaluation was introduced in 2005 to verify the status of property management at national government institutions, including 56 central government offices and 1,933 agencies, based on standards set by the head of the Public Procurement Service to promote efficient management of government property. The government property managed by national institutions amounts to approximately 26 trillion won.


This year, the Public Procurement Service plans to conduct the evaluation based on last year's property management settlement data, assessing six areas?financial savings, property utilization, property management, policy evaluation, inventory investigation, and capacity building?using 18 indicators.


In particular, a new indicator for the implementation rate of free management conversion (recycling projects) has been introduced (8 points) to actively encourage efficient use of property and budget savings. Additionally, a penalty (up to -3 points) will be applied to institutions that fail to submit property supply and demand management plans.


Furthermore, the proportion of affiliated agency scores reflected in the central government office property management evaluation has been increased from 15% to 20%, and the score for ad hoc inventory investigations has been raised from 1 point to 2 points, which are changes in this year's evaluation.


In addition, to improve the problem of free transfers being concentrated on specific organizations, the free transfer lottery system indicator has been strengthened (+3 points), and the scoring for indicators such as disposal item sales recovery rate, joint use of government property, and free support for vulnerable groups has been adjusted to reflect current conditions.


Outstanding institutions and personnel who achieve excellent results in efficient property management will be rewarded on "Procurement Day" on September 30.


Conversely, institutions with poor evaluation results will be prioritized for on-site property management audits next year.


Lim Gi-geun, head of the Public Procurement Service, stated, "This year, the Public Procurement Service plans to lower the base score and disclose the final results externally to enhance the effectiveness of the comprehensive evaluation system. This functions to secure differentiation between excellent and underperforming institutions and is expected to encourage autonomous and continuous property management by each institution."
