On the 5th, Seosan City in Chungnam Province announced that it had received a verdict of legality from the Board of Audit and Inspection regarding the public interest audit on the Seosan Yecheon District Public Parking Lot and Green Plaza Development Project.
Vice Mayor Hong Soongwang stated at a press conference that day, "There have been various suspicions raised about the Seosan Yecheon District Public Parking Lot and Green Plaza Development Project," and added, "However, now that the highest national audit institution, the Board of Audit and Inspection, has given a verdict of legality, we will accelerate the project’s implementation."
Previously, 361 people, including the Seosan-Taean Environmental Movement Alliance, filed a public interest audit request with the Board of Audit and Inspection in October last year, citing the withdrawal of the Central Library construction project and the alleged illegality and unfairness of the Yecheon District Public Parking Lot and Green Plaza Development Project.
The reason for the request was the claim that the Yecheon District Public Parking Lot and Green Plaza Development Project violated the Local Finance Act and other related laws.
Some members of the Seosan City Council, including Councilor Moon Sugi, also pointed out the same legal procedure violations and called for the suspension of the project.
In response, the Board of Audit and Inspection conducted a thorough review of related materials from October 2024 to last February and concluded that there were no illegal or unfair acts found in the project implementation process.
It also determined that there were no issues with the feasibility or legality of the project, and that Seosan City's parking supply and safety management investigation had been appropriately handled in accordance with relevant laws and regulations.
With this decision from the Board of Audit and Inspection, it is expected that the various controversies surrounding the project will be settled, giving further momentum to its progress.
Mayor Lee Wanseop stated, "Now that a fair and objective judgment has been made by the Board of Audit and Inspection, it is time for those who opposed the project to accept the result," and added, "Unnecessary disputes will only increase inconvenience for citizens. From now on, I ask for full support and cooperation from the local community and the city council so that the Green Plaza can become a landmark of the city."
Meanwhile, Seosan City plans to complete the second phase review of local finance investment by the Ministry of the Interior and Safety, begin construction, and open the facility to citizens by August 2026.
