Anyone residing in the Republic of Korea can participate in the contest. The city will select four candidate works through internal review and expert evaluation, and then choose the final winner through a vote at the Hwaseong Citizen Policy Plaza.

The prize scale and awards are ▲Grand Prize (1 person) 2 million won ▲Excellence Award (1 person) 1 million won ▲Merit Award (2 people) 500,000 won ▲Encouragement Award (20 people) gifticons worth 50,000 won.
