Opening of Gwanak-gu’s First Football-Only Stadium Concludes Successfully with Over 150 Guests and Residents
Friendly Matches Held Among Celebrity Team Eleven FC, Gwanak-gu Football Association, and District Office Club
Gwanak-gu (Mayor Park Jun-hee) has completed the construction of the long-awaited ‘Nakseongdae Football-Only Stadium (104 Nakseongdae-ro)’ and held an opening ceremony on the 15th.
About 150 guests and residents attended the event to celebrate the opening of Gwanak-gu’s first football-only stadium. The first part of the ceremony proceeded in the order of ▲report on the progress of the football-only stadium ▲congratulatory speeches ▲ribbon cutting ▲facility tour.
After the official ceremony, in the second part, the celebrity football team ‘Eleven FC’ played a friendly match with the Gwanak-gu Football Association and the district office football club.
The Nakseongdae Football-Only Stadium, promoted as part of the key projects of the 8th elected administration, ‘365 Daily Sports’ and ‘Gwanaksan Park 24 Project,’ was completed last December with a project cost of about 3 billion KRW.
The district created a 5,326㎡ football-only stadium on the Gwanaksan Nakseongdae district site, which has minimal environmental damage and good resident accessibility. It includes one artificial turf football field and convenience facilities such as ▲showers ▲restrooms ▲parking lots.
In particular, since the site had unauthorized buildings and garbage left unattended causing significant inconvenience to residents, the completion of the football-only stadium is expected to contribute to providing a pleasant urban environment for residents.
Additionally, by linking with Gwanak-gu Citizen Stadium and Gwanak-gu Citizen Sports Complex, the district plans to establish the ‘Nakseongdae Sports Valley,’ which is expected to satisfy local residents’ demand for daily sports facilities.
Along with this, the district is constructing the ‘Gwanak Park Golf Course’ with 9 holes on a 11,285㎡ site in the Nanggok district of Gwanaksan and plans to start operations in the first half of the year.
Furthermore, the district will strive to enhance residents’ health and create a quality leisure culture environment by expanding balanced public sports facilities across different zones.
Mayor Park Jun-hee said, “I hope the Nakseongdae Football-Only Stadium will become a leisure and cultural space that adds vitality and happiness to residents’ daily lives,” and added, “We will continue to do our best to create a happy Gwanak by implementing meticulous policies that reflect residents’ voices.”

Mayor Park Jun-hee said, “Through this project, youth will find quality jobs suited to their aptitude, and companies will resolve manpower shortages, revitalizing the local economy,” and added, “Although the recent economy is difficult and youth are giving up job searching, we will continue to promote employment creation and support policies so that youth do not lose hope.”
Songpa-gu’s ‘Serving Administration’ Achievements Last Year… 91 Awards from External Organizations

Greatest Achievements in Safety… Received Presidential, Prime Minister, and Minister of the Interior and Safety Commendations
Recognized Across All Administrative Fields Including Education, Childbirth, Health, and Public Relations
Songpa-gu (Mayor Seo Gang-seok) announced on the 17th that it achieved a total of 91 awards in external competitions and evaluations last year, securing 16.1 billion KRW in external funding.
The district set the goal of the 8th elected administration as ‘Songpa, a premium city serving residents as owners’ and has focused on ‘serving administration’ over the past three years, promoting various projects. As a result, in 2024, all administrative fields including education, welfare, and public relations were evenly recognized in external evaluations.
The most notable achievements were in the safety sector. The district received the highest honor, the Presidential Commendation, in the ‘Emergency Preparedness and Civil Defense Activity Evaluation’ for its counter-terrorism drills at multi-use facilities, resident participation drills, civil defense training, and related facility management. It was the only institution among 226 basic local governments nationwide to receive this award. It also won the Prime Minister’s Commendation for the ‘2024 Safety Culture Award’ and the Minister of the Interior and Safety Award for ‘2023 Safety Korea Training’ merit.
In the environmental field, where local administrative roles are emphasized, the district also achieved excellent results. It received the Minister of Environment’s Commendation and ranked first in Seoul’s recycling performance evaluation for its efforts in waste reduction and recycling system operation. Notably, by proactively managing illegal advertisements and urban aesthetics, Songpa-gu became the only Seoul district to win two awards in the outdoor advertising sector.
The district also received high praise for its efforts in resident communication through policy promotion using social media (SNS). The Songpa-gu blog, the main promotional channel, ranks first among Seoul’s districts in the number of neighbors. It won the Grand Prize in the blog category at the ‘10th SNS of the Year 2024’ and the Excellence Award at the ‘14th Korea SNS Awards,’ proving its communication capabilities. In August, it also ranked first among districts in the ‘Basic Local Government Brand Reputation’ selected by the Korea Corporate Reputation Research Institute.
Additionally, last year the district achieved 91 accomplishments including ▲Songpa Public Postpartum Care Center selected as the first and best government innovation case ▲three consecutive years of ministerial awards for health promotion projects ▲UNICEF Awards ordinance and policy division grand prize ▲two consecutive years of excellent district selection in Seoul’s support project evaluation for vulnerable groups.
Mayor Seo Gang-seok said, “These achievements are the result of the efforts of public officials who worked with creativity, innovation, and fairness, and the 660,000 residents who supported Songpa’s transformation in every role,” and added, “This year, we will continue ‘serving administration’ prioritizing residents’ convenience and welfare, the ideals of local autonomy.”

The district announced that it aims to nurture innovative small and medium-sized enterprises (SMEs) by discovering SMEs with excellent technology in the region and supporting their technology evaluation costs and Inno-Biz certification fees to create favorable conditions for technology finance.
This policy intends to reduce the burden of technology evaluation costs, which quantify technology value and commercialization capabilities into amounts or grades to attract investment from investment institutions or for collateral setting and investment reference purposes.
As of January 2025, there are 397 Inno-Biz certified SMEs located in Guro-gu, accounting for 10% of the 3,975 certified companies in Seoul.
This ranks third among Seoul’s districts, with 66% of these companies in information and communication technology (ICT) sectors such as software, telecommunications, and electrical/electronics.
First, the district will support evaluation costs for companies located in Guro-gu that have received technology evaluations from nationally accredited technology evaluation agencies (Inno-Biz Association) for purposes such as investment reference, financial loans, and in-kind investment.
Support is divided into ▲20 million KRW each for 3 companies for technology value evaluation (e.g., in-kind investment) and ▲5 million KRW each for 3 companies for technology capability evaluation (e.g., financial loans, investment reference).
Companies wishing to receive support must have their headquarters or main business site in Guro-gu, possess a dedicated R&D department or corporate research institute under the ‘Basic Research Promotion and Technology Development Support Act,’ and be classified as technology innovative SMEs (Inno-Biz certified) under the ‘SME Technology Innovation Promotion Act.’
The application period is from February 17 to October 31, and selected companies will be notified individually after review by the evaluation company selection committee.
Additionally, the district will support Inno-Biz counseling (mentoring) and certification fees for excellent local SMEs seeking Inno-Biz certification for the first time.
Applications will be accepted for 20 companies on a first-come, first-served basis starting February 17, with a certification fee support of 700,000 KRW per company for the initial Inno-Biz certification.
Detailed information on applications can be found on the Guro-gu Office website, and inquiries about the project can be directed to the district’s Regional Economy Division, while evaluation-related inquiries can be made to the Korea Technology Innovation Association.
A Guro-gu official said, “Many SMEs with excellent technology are concentrated in Guro-gu due to the industrial structure,” and added, “We will continue to seek various support measures to strengthen these companies’ competitiveness and revitalize the local economy.”
