Guide to 70 Support Services
from 17 Government and Public Agencies
The Ministry of Gender Equality and Family will publish the '2025 Single-Parent Family Welfare Services Comprehensive Guide,' which compiles government-supported welfare services by sector for single-parent families.
On the 6th, the Ministry announced that the guide includes 70 single-parent family support services from 17 government and public institutions to help single-parent families easily access the welfare services they need.
The guide, including changes to the system starting this year, will be published in booklet, leaflet, and e-book formats, and single-parent families will be directly informed via text messages and other means.
The main contents cover support and application methods in areas such as pregnancy and childbirth, parenting and care, facilities and housing, education and employment, and finance and legal matters.
Regarding pregnancy and childbirth, the guide provides information on medical and treatment cost support, maternal and newborn health care support, facilities available for admission before and after childbirth, and procedures for birth registration, welfare benefits before birth registration, and health insurance application so that unmarried fathers can also receive single-parent family support services.
For parenting and care, it includes welfare benefit support such as child-rearing expenses for low-income single-parent and grandparent-headed families, child allowances, childcare fees, and home care allowances, as well as case management through the Whole Family Care Project, childcare services, and shared parenting spaces. It also guides various services such as child support enforcement and counseling to support child support payment, and the child support advance payment system to be implemented from July this year.
Regarding facilities and housing, the guide contains housing support services such as single-parent family welfare facilities necessary for stable child-rearing, purchased rental housing in group living homes, and public housing support.
In the education and employment sector, it provides information on alternative education consignment institutions for adolescent single mothers who wish to continue their studies, child education expense support, Women New Work Centers for single-parent families seeking independence, and the National Employment Support System.
The finance and legal section includes information on low-interest microfinance, small insurance, legal support services for child support enforcement for non-custodial parents, and free legal aid services. In particular, small insurance fully covers premiums for single-parent family child-rearing expense support recipients who are not eligible for livelihood or medical benefits, and all are enrolled without separate subscription procedures, allowing claims for insurance benefits in case of injury or illness.
Additionally, the guide newly includes practical support services such as low-income single-parent housing loans, free driver’s license education, and the Child Development Support Account (Didim Seed Account), which includes single-parent families as beneficiaries starting this year.
The guide can also be accessed on the websites of the Ministry of Gender Equality and Family, the Korea Healthy Family Promotion Agency, family centers, and other related institutions.
