Nowon-gu, Seoul (Mayor Oh Seung-rok) announced that it has received the highest grade of 'A' for two consecutive years in the '2024 Comprehensive Civil Service Evaluation' jointly hosted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission.
The Comprehensive Civil Service Evaluation is conducted annually on 306 institutions nationwide (46 central government, 17 metropolitan and provincial offices of education, 17 metropolitan governments, and 226 local governments). The Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission conduct a comprehensive evaluation based on 5 items and 20 indicators across three areas: ▲ civil service administrative management foundation ▲ civil service administrative activities ▲ civil service processing performance.
The district did not settle for the excellent results of a 'B' grade in the 2022 evaluation but re-examined the entire civil service processing field and identified areas for improvement. As a result, it received the 'A' grade for two consecutive years in the 2023 and 2024 evaluations, certifying the quality of its civil service administration.
The district recorded consistently high scores in five evaluation items: ▲ civil service administrative strategy and system ▲ civil service system operation ▲ handling of civil complaints via the National Sinmungo (online petition system) ▲ grievance complaint handling ▲ civil service satisfaction.
In particular, the active internal and external activities of the institution’s head related to civil service administration and the provision of various civil service offerings for vulnerable groups stood out.
The district gathered outstanding public officials who received praise from residents during civil complaint response and processing, with the mayor personally listening to difficulties in the civil service field, encouraging them, and spreading best practices. Additionally, safety officers were assigned to community centers to help build a safe civil service environment for both officials and residents.
The Civil Service and Passport Division, the supervising department, checked the status of civil complaints that could be omitted or delayed to ensure timely processing, and related departments continuously provided resident-friendly services such as specialized consultations including nighttime tax counseling.
Mayor Oh Seung-rok expressed gratitude for the hard work of employees who gave their best with one heart on the front lines, stating, “We will strive even harder not only to improve inadequate civil complaint handling practices that cause inconvenience to residents but also to provide the highest grade civil service that residents empathize with and expect.”

Guro-gu is recruiting participants for the 2025 Youth Challenge Support Project to assist young people facing difficulties in job seeking.
The Youth Challenge Support Project aims to help young people who have given up on job seeking regain confidence and increase their motivation for employment, while strengthening their job competencies to support their social advancement. The program is divided into short-term (6 weeks), mid-term (3 months), and long-term (6 months) courses.
Eligible applicants include △ youth aged 18 to 34 who have no employment, education, or vocational training history for the past six months (job-seeking abandoned youth) △ youth preparing for independence △ youth entering or leaving youth welfare facilities △ North Korean defectors △ regional specialized youth under 39 years old residing in Guro-gu.
The programs recruiting this month are the first sessions of ‘Anyway, Expectation’ and ‘Anyway, Leap,’ operated at the Guro Youth Space Youth Irum.
‘Anyway, Expectation’ 1st session is a 6-week short-term program recruiting from February 17 to February 28, starting March 5. ‘Anyway, Leap’ 1st session is a 6-month long-term program recruiting from February 6 to February 20, starting February 24.
Participants in the short-term course receive a participation allowance of 500,000 KRW, while mid- and long-term course participants can receive up to 3.5 million KRW if they meet certain conditions such as course completion and job-seeking activities, in addition to the participation allowance.

A Guro-gu official said, “Through the Youth Challenge Support Project, we will spare no practical support so that young people who had given up on job seeking can find new opportunities and regain confidence,” adding, “We will continue to prepare various programs to help young people advance into society.”
Guro Youth Space Youth Irum is located on the basement first floor of Cheonwang Station (1130 Ori-ro) and is equipped with four classrooms, two study rooms, a youth employment vitality space, a job cafe, a lecture room, social enterprise offices, and a smart farm, available for use by all youth under 39 years old.

Songpa-gu (Mayor Seo Gang-seok) announced that it has established a comprehensive environmental patrol plan, focusing on creating a safe city 24 hours a day with residents’ daily safety as the top priority.
This year, the district plans to emphasize field-centered ‘environmental patrols’ and actively address safety hazards and inconveniences in residents’ daily lives.
Measures include ▲ seasonal and periodic planned patrols with residents ▲ environmental patrols around schools through the formation of the ‘Songpa Youth Safety Guard’ ▲ daily environmental patrols and facility safety inspections ▲ continuous patrols in vulnerable areas ▲ strengthening field patrols led by district heads ▲ conducting comprehensive environmental patrol evaluations ▲ operating an emergency, situation, and incident reporting system for environmental patrols ▲ implementing a one-facility-one-responsible-person system by the autonomous disaster prevention group for systematic management.
In particular, this year, the district will newly recruit the ‘Songpa Youth Safety Guard,’ focusing on inspecting safety vulnerabilities around schools. Composed of middle and high school students, the ‘Songpa Youth Safety Guard’ will patrol school surroundings directly to identify and report hazards.
Additionally, through planned patrols with residents, the district will preemptively inspect risk factors in residents’ daily lives by season and period, striving to create a safe environment 365 days a year.
Key inspection items include checking school routes and facilities during spring’s new semester and thawing season, inspecting for flood and heatwave preparedness in summer, ensuring safety during autumn leisure and holiday seasons, and checking snow removal and icy areas in winter.
Furthermore, community centers will strengthen field patrols led by district heads. Each neighborhood will establish its own plan to conduct proactive inspections of vulnerable areas, continuously manage inspection items, and listen to residents’ inconveniences to reinforce the resident safety network.
Moreover, daily thorough patrols will be conducted on roads, public facilities, back roads, illegal advertisements, and roadside clutter, with prompt action taken. The results of these actions will also be checked daily to ensure thorough management without gaps.
Mayor Seo Gang-seok of Songpa-gu said, “There is no such thing as too much emphasis on matters related to residents’ safety,” adding, “Especially through systematic environmental patrols, we will carefully monitor residents’ daily safety to create a safe city Songpa where anyone can live with peace of mind 365 days a year.”
