Ministry of Environment Announces Removal of Waterfront Zone in Gapyeong-gun on the 10th
A Turning Point for Regional Development, Restoration of Property Rights, and Revitalization of Economic Activities
Some areas of Daeseong-ri in Cheongpyeong-myeon, Gapyeong-gun, Gyeonggi Province have been removed from the designation as a waterfront zone, marking a new turning point for regional development. On the 10th, the Ministry of Environment announced a revision to remove a total of 91 parcels (125,585㎡) in Daeseong-ri, Cheongpyeong-myeon, from the waterfront zone.
According to Gapyeong-gun on the 13th, the areas subject to this removal were incorporated into the sewage treatment zone before January 28, 2014. Until now, due to the waterfront zone designation, new installations such as multi-family housing, apartment complexes, lodging businesses, and tourist accommodations were restricted, causing significant limitations on the property rights of local residents.
The waterfront zone is an area designated under the "Act on the Improvement of Water Quality and Support for Residents in the Han River Basin" to protect water quality around major water systems such as the Han River and Paldang Lake. Since Gapyeong-gun was first designated with 33.126㎢ in 1999, continuous adjustments have been made, leaving 24.203㎢ currently. A total of 8.923㎢ (26.9%) has been removed up to this point.
The removal of the waterfront zone designation in the Daeseong-ri area is expected to contribute to the restoration of property rights and the revitalization of the local economy. Residents will be freed from restrictions on new construction and business activities, which is anticipated to lead to the expansion of tourism infrastructure and economic growth within Gapyeong-gun.
County Governor Seo Tae-won stated, “Through this waterfront zone removal, we expect to resolve the inconveniences faced by local residents and provide an opportunity for the regional economy to regain vitality,” adding, “We will continue to strive to balance the protection of residents’ property rights with regional development.”
Meanwhile, this revision to the Han River basin designation can be confirmed through the Republic of Korea Electronic Official Gazette and the Gapyeong-gun website.
