The Korean Confederation of Trade Unions (KCTU) announced on the 3rd that "We will arrest and detain President Yoon Seok-yeol by the power of the workers. We will definitely send him to prison," and declared the start of a '1-night 2-day emergency struggle.'
On the same day at 3 p.m., KCTU held an 'Expanded Executive Resolution Meeting' and stated, "We must arrest and detain the co-conspirator of the rebellion, Yoon Seok-yeol, immediately."
Yang Kyung-soo, chairman of KCTU, said, "The High-ranking Officials' Crime Investigation Unit (HOCIU) gave up executing the arrest warrant after about five hours today," and criticized, "The behavior of HOCIU was merely for show and boasting, clearly confirming that there is no will to change society."
Chairman Yang added, "All members of the People Power Party who supported President Yoon's revival must be purged," and stated, "They are causing societal regression and are obsessed only with maintaining their own power."

Earlier, HOCIU attempted to execute the president's arrest warrant but was blocked by the Presidential Security Service, resulting in failure.
HOCIU said at around 1:36 p.m., "Regarding the execution of the arrest warrant today, due to continued confrontation, it was judged that the execution of the arrest warrant was practically impossible, and concerns for the safety of personnel on site due to obstruction led to the suspension of execution at around 1:30 p.m."
