Park Gang-su, Mayor of Mapo District, has been working hard recently conducting nighttime safety inspections on Hongdae Red Road despite the subzero temperatures.
Since December 24th, he has been battling the cold continuously out of concern that the year-end crowds might cause safety accidents.
Mayor Park is well known as a very diligent district head who patrols various parts of the area 365 days a year to check for any inconveniences.
This hardworking mayor has recently attracted attention by smiling brightly as he received major awards at the end of the year, forgetting his hardships.
Received the Presidential Award at the 2024 Safety Culture Awards hosted by the Ministry of the Interior and Safety... Special grant of 300 million KRW
The district won the Presidential Citation, ranking first among local governments nationwide at the 2024 Safety Culture Awards hosted by the Ministry of the Interior and Safety, securing a special grant of 300 million KRW.
The ‘Safety Culture Awards’ is the highest honor in the safety field, recognizing excellent organizations and contributors who have contributed to the formation of a safety culture and sharing outstanding safety cases.
In March 2023, Mapo District established the ‘Safety Mapo Hotline.’ This is an emergency contact system prepared with related agencies to enable prompt on-site dispatch, rescue of the injured, and prevention of accident spread in case of disasters.
The agreement involved Mapo District, Mapo Police Station, Mapo Fire Station, the 56th Army Division Mapo Battalion, Seoul Western Education Support Office, Korea Electric Power Corporation Mapo-Yongsan Branch, KT Seodaemun Branch, Korea Electrical Safety Corporation Seoul Regional Headquarters, and Korea Gas Safety Corporation Seoul Western Branch, all working together to protect the lives and property of local residents.
In practice, when accidents such as fires or road collapses occur in the area, Mapo District immediately activates the ‘Safety Mapo Hotline’ to share disaster situations in real time with related agencies and respond swiftly to disasters that could escalate or become complex through close cooperation.
Park Gang-su, Mayor of Mapo District, conducted a safety inspection on the Red Road in Hongdae on the evening of Christmas Day, the 25th.
Safety management for large crowds also received high praise. Mapo Red Road is a tourist attraction where nearly 100,000 people gather during Halloween and year-end seasons. Accordingly, Mapo District set up an on-site situation room at Red Road composed of the Ministry of the Interior and Safety, Mapo Police Station, and Mapo Fire Station, conducting joint on-site inspections to prevent safety accidents.
Additionally, the proactively introduced AI crowd density management system analyzed crowd density in real time and broadcast announcements, effectively fulfilling its role. It was also highly evaluated that residents, including members of professional organizations, voluntarily participated actively as safety guardians.
Moreover, Mapo District is focusing administrative efforts on enhancing residents’ safety by being the first autonomous district in Seoul to introduce an AI flood prevention system in an underground passage and installing intelligent CCTVs in parks and alleys.

Mapo District, a ‘City Good for Women to Live In,’ Receives Prime Minister’s Citation
Highly praised for dedicated counseling desks for career-interrupted women and offline ‘Mapo Mom Cafe’ operation
Also, on December 19th, Mapo District received the Prime Minister’s Citation at the ‘2024 Women-Friendly City Government Awards Ceremony’ hosted by the Ministry of Gender Equality and Family.
A women-friendly city means a city where women and men participate equally in local policies, strengthening community activity capabilities and realizing care and safety.
To create a women-friendly city, Mapo District was praised for implementing advanced and innovative policies.
As of June 30, 2024, 58.2% of managerial positions at grade 5 or higher in Mapo District are held by female public officials, expanding women’s opportunities for decision-making participation in the public sector and establishing a gender-equal organizational culture. This figure exceeds Seoul’s target of 33.1% by 15%.
To support quality jobs for career-interrupted women, Mapo District established dedicated counseling desks for career-interrupted women’s employment and entrepreneurship at the Mapo Job Center and Mapo Women’s Companion Center.
Additionally, the district installed the ‘Sunlight Center,’ which provides one-stop integrated management from pregnancy to childbirth and childcare, and the ‘Cheokkeut Center’ for unmarried mothers, taking responsibility for the health of pregnant women and creating an environment where the community raises children together.
Recently, the district opened the ‘Mapo Mom Cafe,’ a customized community for mothers in their 20s to 50s. The ‘Mapo Mom Cafe’ is an offline space based on an online community.
Designed for information exchange among mothers and to relieve household and childcare stress, the ‘Mapo Mom Cafe’ offers various convenience facilities such as a ‘Communication Room’ with a shared kitchen, information search space, and reading area, and a ‘Healing Room’ equipped with a karaoke booth and rest area.
Furthermore, Mapo District operates a women-friendly city citizen participation group, provides education for women’s employment and entrepreneurship, and runs programs like the ‘Mom and Dad Camp,’ implementing various women-friendly policies.
Park Gang-su, Mayor of Mapo District, said, “Since Mapo District has the highest proportion of female population among the 25 autonomous districts in Seoul, we are doing our best to prepare leading policies for women. We will work even harder to expand women’s social participation and spread a culture of gender equality, using this award as an opportunity.”
Mapo District has been designated as a women-friendly city for three consecutive times in recognition of its contribution to creating a women-friendly city and will maintain this status until 2027.

As a result of such efforts, the district received the Safety Culture Presidential Award and the Women-Friendly City Prime Minister’s Award.
