Montenegro, Decision Made for Extradition to the United States
Montenegro, which had been detaining Kwon Do-hyung, the former CEO of Terraform Labs and the main suspect in the Terra and Luna virtual asset fraud case, has made a final decision to extradite Kwon to the United States.
According to Montenegrin media on the 27th (local time), Bojan Bo?ovi?, Montenegro's Minister of Justice, has signed the final decision to transfer Kwon to the U.S. under the extradition treaty between the two countries.
The Montenegrin Ministry of Justice explained, "We made the decision after comprehensively considering various facts and circumstances such as the Supreme Court ruling, the seriousness of the criminal acts, and the order of prosecution," adding, "We will extradite (Kwon) to the United States and reject South Korea's extradition request."
South Korea and the United States have both claimed the right to receive Kwon under the extradition treaty. In September, the Montenegrin Supreme Court allowed the Minister of Justice to decide on the handling of Kwon's custody.
Kwon's legal team is protesting. Mariya Radulovi?, the lawyer reportedly representing Kwon locally, stated, "This decision seriously violates Kwon's human rights," and added, "The Minister of Justice is also aware of the illegality of his decision."
Previously, local officials had anticipated that Montenegro, valuing its relationship with the United States, was likely to send Kwon to the U.S.
