Netizens who read the story responded with comments such as, "Has the cat mom even infiltrated the underground parking lot now?", "Can't they get permission from the management office and place it in a suitable above-ground location?", "What about scratches on cars caused by cat claws?", and "If they feel sorry for the cats, why don't they take them in and raise them?"


Meanwhile, under current law, stray cats are classified as wild animals under the Animal Protection Act and are excluded from rescue and protection targets. Therefore, feeding stray cats is not illegal. In this context, there was also a report that apartment managers in Ulsan were experiencing difficulties amid conflicts between cat moms and residents who dislike stray cats.


According to the report, an apartment manager in Dong-gu, Ulsan, was sued for 'property damage' by an apartment resident in August for dismantling a cat house he had installed. However, the prosecution acknowledged the property was damaged but decided last month to dismiss the case with a 'non-prosecution disposition,' recognizing there was sufficient legal justification. Another apartment manager in a different area of Ulsan was forced to apologize to a cat mom after disposing of a food bowl hidden in a flower bed by the cat mom. The manager explained, "I had no choice but to remove it due to complaints," but when the cat mom threatened to report him to the police for property damage, he eventually apologized.

According to Article 29 of the Enforcement Rules of the Apartment Housing Management Act, apartment managers can take measures against unauthorized occupancy of land, auxiliary facilities, and welfare facilities within the apartment complex and violations thereof.


Meanwhile, conflicts between cat moms and residents over stray cats are intensifying. One cat mom claimed, "Cats have a strong territorial instinct and prevent other cats from invading their area, which can help control the number of cats within the apartment complex." On the other hand, another apartment resident complained, "Noise, foul odors, and hygiene problems caused by stray cats never cease."
