"Strengthening Cooperation in Human Exchange and Education"

Gwangju City Council (Chairperson Shin Sujeong) and the councils of the five autonomous districts (Representative Chairperson Kim Myungsoo) signed a personnel exchange agreement at the Open Citizens Hall of the City Council on the 26th.
Attending the signing ceremony were Chairperson Shin Sujeong, Vice Chairpersons Seo Yonggyu and Chae Eunji, Operations Committee Chairperson Jeong Daeun, Dong-gu Council Chairperson Moon Seonhwa, Seo-gu Council Chairperson Jeon Seungil, Nam-gu Council Chairperson Nam Hohyun, Buk-gu Council Chairperson Choi Moosong, and Gwangsan-gu Council Chairperson Kim Myungsoo.
This agreement ceremony was arranged to promote the efficient implementation of local council personnel independence, mutual exchange of outstanding personnel, and strengthening of public officials' competencies, following a consensus on the need for active personnel exchange between institutions during the city and district council communication meeting last August.
The agreement includes: ▲ joint cooperation for efficient personnel management ▲ personnel exchange ▲ establishment and operation of a personnel exchange council ▲ other matters related to human resource exchange, training, and joint cooperation.
Chairperson Shin Sujeong stated, "I hope this agreement will serve as an opportunity to strengthen cooperation among councils in the Gwangju region and enhance the expertise of staff," adding, "We will continue to strive for mutual growth and cooperation with district councils not only in the personnel field but also in various other areas."
Representative Chairperson of the Council of Autonomous Districts, Kim Myungsoo, said, "Let us use this agreement as an opportunity to exchange outstanding talents, learn from each other, and grow together," and added, "Let us continue to work together for the development of local councils and local autonomy."
Meanwhile, Gwangju City Council established the "Gwangju City Council Local Public Officials Personnel Exchange Rules," which provide the basis for planned personnel exchanges between the city and district councils, as of November 1. Detailed matters for personnel exchange will be promoted through future working-level discussions.
