Shocking contents such as 'parliament blockade,' 'provoking an attack on North Korea,' and 'shoot to kill' were discovered in the notebook of former Commander of the Republic of Korea Army Intelligence Command, Noh Sang-won, securing critical evidence that could shake the constitutional order of the Republic of Korea. This notebook was found on the 15th during the urgent arrest of former Commander Noh at a fortune-telling shop in Ansan, Gyeonggi Province. The palm-sized notebook, consisting of 60 to 70 pages, is known to contain detailed execution plans for the implementation of martial law.

Woo Jong-su, head of the National Investigation Headquarters, officially confirmed the existence and key contents of the notebook in response to a question from Democratic Party lawmaker Yoon Geon-young during a plenary session of the National Assembly's Public Administration and Security Committee. The notebook lists politicians, journalists, religious figures, labor unions, judges, and public officials as 'collection targets,' with some named explicitly. It is reported that it even details specific plans on where to detain these individuals and how to handle them.


The most serious content attracting the investigation authorities' attention is the record related to 'provoking an attack on the Northern Limit Line (NLL).' This is regarded as a significant clue that raises the possibility of applying the crime of treason beyond the existing charges of rebellion. According to Article 99 of the Criminal Act, treason applies when harming the military interests of the Republic of Korea or providing military benefits to an enemy country, punishable by death or imprisonment of three years or more. Even attempted acts are punishable, and conspiracy, incitement, or propaganda related to treason can result in imprisonment of two years or more.


Attention on Connection to the Drone Incident in October

Particularly noteworthy is the connection to the drone infiltration incident that occurred in October. North Korea claimed that from October 3 to 10, the South infiltrated drones to distribute leaflets, specifically identifying a drone that took off from Baengnyeongdo around 11:25 PM on October 8. At the time, our military dismissed this as a unilateral claim by North Korea, but the discovery of this notebook draws attention to the possible link with the situation at that time.


The notebook also includes plans to form a special unit called 'Investigation Unit 2.' This organization, consisting of about 60 members, is divided into three departments and is understood to have a command structure composed of officers from lieutenant colonel to colonel ranks. Notably, these were elite personnel selected for rapid mission execution, and their top priority mission upon martial law declaration was reportedly to seize control of the Election Commission. Related personnel appointment documents were also secured, which are said to have been delivered by former Minister of National Defense Kim Yong-hyun to former Commander Noh.


Another point of interest is the meetings held on December 1 and 3 at a hamburger restaurant in Ansan with current and former military officials. Detailed discussions about the formation of Investigation Unit 2 took place at these meetings, and December 3 is significant as it was the day President Yoon Seok-yeol declared martial law. The 60 members were not only assigned but their roles and missions were meticulously planned.


Although the exact contents of the notebook are not yet fully known, some parts have been confirmed to have been executed during the martial law phase. Martial law troops were indeed deployed to the National Assembly, and testimonies from high-ranking officials such as the Special Forces Commander, the first deputy director of the National Intelligence Service, the Counterintelligence Commanding Officer, and the Commissioner of the National Police Agency revealed that orders to arrest key politicians were issued. Testimonies have already surfaced indicating specific instructions such as "round them all up this time."


Simple Memo or Part of an Organized Plan?

Investigation authorities are placing weight on the possibility that this notebook is not a simple personal memo but part of an organized plan. The connection with former Minister of National Defense Kim Yong-hyun and, further, any relation to President Yoon Seok-yeol are key focuses of the investigation. The content related to the Northern Limit Line is directly linked to national security, making a thorough fact-finding urgent.


Former Commander Noh remained silent when questioned by reporters during the process of being transferred to the prosecution on the 24th. He gave no answers to critical questions such as "Who is the target referred to as 'shoot to kill' in the notebook?", "What does provoking an attack on North Korea mean?", or "Was there any communication with President Yoon Seok-yeol?"


This incident is being defined as a serious case threatening the constitutional order of the Republic of Korea. Even the partial contents of the notebook disclosed so far have caused a significant shock across the political sphere and society at large. Investigation authorities plan to conduct a thorough investigation into the entire contents of the notebook and its background. In particular, whether charges of treason beyond rebellion apply, and the extent of involvement of the military leadership and senior government officials, are expected to be central to the investigation.
